Developed training courses for the FEMA Public Assistance Program. Courses included Site Inspector, Hazard Mitigation, Debris Management for States, Territories, and Tribes.Instructed and co-instructed training courses for FEMA and State field personnel.Provided consulting services to the FEMA Headquarter Appeal Branch to help them review appeals with complex engineering issues.

Managed the multi-billion Federal-Aid Tunnel Program for the Federal Highway Administration (FHWA) and provided interpretation of Title 23 and FHWA policies to Division offices. Provided expert assistance and guidance to my agency, other federal agencies, and States about design, construction, and inspection of highway tunnels. Fostered research, developed training material, technical publications, identified projects needs and prepared scope of work to advertise the projects. Represented FHWA and spoke at national and international conferences and meetings. Prepared and published technical papers, articles, and official correspondence. My accomplishments included:• Developed the National Tunnel Inspection Standards (NTIS)• Provided assistance to the FHWA Massachusetts Division and MA DOT during the Central Artery/Tunnel ceiling collapse investigation and re-opening. Reviewed plan for repairs and provided guidance to the State to assure the repairs were done properly and in a timely manner• Prepared Technical Advisory 5140.30 to provide guidance and recommendations regarding the use and in-service inspection of adhesive anchors in sustained tension applications on all Federal-aid highway projects• Advised tunnel owner in Boston to start inspecting bolted connections on a yearly interval and to remove hand rails with sharp edges near the travel lanes; advised tunnel owner in DC to design the tunnel facility to be able to handle a 100 Mega Watt fire• Oversaw development and publishing of FHWA’s Technical Road Tunnel Design and Construction Manual and the Tunnel Operations, Maintenance, Inspection, and Evaluation (TOMIE) Manual• Developed, designed and conducted training on design, construction, inspection and management of tunnels• Prepared a synthesis on fireproofing coatings in tunnels, prepared scope of work for a testing program of fireproofing coatings; prepared the Request for Proposal to advertise contract to conduct the fireproofing coating study

I provided technical assistance to all FHWA field offices in matters dealing with complex structures (cable stayed, arch, segmental movable bridges and tunnels). I promoted the use of new technologies among our partners. I developed Tunnel Engineering Course in Spanish for the FHWA Pan-American Highway Institute. Conducted first session in Puerto Rico, conducted training session in Ecuador on September 2003. I promoted the use of rapid construction, high performance materials and prefabricated bridges systems. I promoted the use of existing and new technologies to enhance the safety and security of our transportation infrastructure. I attended national and international conferences to promote the exchange of innovative technologies with other countries.
