Architect (1977), from the “Universidad Central de Venezuela”; Master degree in City and Regional Planning (1985), from The University of Texas at Arlington, U.S.A.; post graduated in Strategic Planning, major in economics (1986), from the Program on Public Management Sciences and Techniques of the “Instituto Venezolano de Planificación – IVEPLAN, Caracas, Venezuela. Worked as planner for the national petrochemical industry –PEQUIVEN- (1988-1990), and was consultant for the Pan-American Health Office (1989) and Advisor for the Ministry of Family (1989-1990). Also held the position as Project Coordinator on Social Policy, Institutional Strengthening and Civil Society area, at the “Instituto Latinoamericano de Investigaciones Sociales (ILDIS)” and the German Technical Cooperation Agency –GTZ(1990-2005).During 1995 to 1997 was Executive Director of the Venezuela´s Social Investment Fund (FONVIS). Has worked for the United Nations Population Fund (UNFPA) as Assistant Representative in Venezuela (August 2005-2010) and International Programme Coordintaor in Cuba (2011-current).Has been professor of strategic planning, public management and social planning in post graduate courses at the “Universidad Católica Andrés Bello”, the ”Universidad Centro Occidental Lisandro Alvarado”, and the “Centro de Estudios del Desarrollo de la Universidad Central de Venezuela -CENDES” (Enero-Abril 2000). In 2001, was invited as professor on strategic planning and public management in the Governance and Political Management Program of the George Washington University. Among his publications should be mentioned: “Predicting Impact of Growth of Metropolitan Area on the Transportation System of one of its Cities" (coautor), Pergamon Press LTD, Grand Britain (1984).Had been awarded with the prizes of best project of social interest during the “IV Bienal de Arquitectura de Venezuela” (1990), and student of the year (1985) by the American Planning Association (A.P.A.).
