CPCS is a management consulting firm specializing in infrastructure. We solve tough infrastructure challenges specific to transport, power and related sectors. We do it by providing end-to-end management consulting services, including financial, technical, legal, regulatory as well as economics, policy, and governance.Currently co-CEO, responsible for oversight of the Finance and Accounting functions as well as Consulting Operations. Previously acted as Vice-President - Francophone Africa, leading a new CPCS division which rapidly grew to become CPCS' highest performing division. Initially worked as senior and principal consultant.

Founded and grew the Francophone Africa team at CPCS. Developed the strategic plan, secured work, hired and developed team members, and established a strong reputation for delivery. Led the team onto a growth path. The team now represents about a 1/4 of CPCS's business and about 1/3 of the firm's profit.

Hired as a Senior Consultant into the budding North American practice of CPCS. Promoted to Principal in 2012 after delivering strong execution results across the market as well as significant business development results in Quebec (over $1M in new business) and in the United States.

The Centre for the Study of Living Standards is a non-profit, national, independent organization that seeks to contribute to a better understanding of trends in and determinants of productivity, living standards and economic and social well-being through research. During his time at the CSLS, Jean-Francois achieved the following:- He was the first employee to be promoted to Senior Economist since the Centre's creation in 1995.- He co-authored 20 research reports on a variety of issues, including productivity, living standards, Aboriginal Canadians, labour markets, human capital and natural resource valuation. His first report was for the Canadian Index of Well-Being and now forms the basis for the Living Standards component of that index (https://uwaterloo.ca/canadian-index-wellbeing/our-products/domains/living-standards).- He directly contributed to the development and writing of an additional ten reports for public and private clients such as the Construction Sector Council, Industry Canada, the Information Technology Association of Canada and the Telecommunications Policy Review Panel.- He gave presentations at conferences on research results or on subjects in CSLS areas of expertise.- He developed new databases and updated existing databases.- He regularly liaised with the media for television, radio and newspaper interviews upon release of research reports.

Jean-François worked on cross-cutting issues, focusing particularly on poverty issues. Among other tasks and achievements, the following are noteworthy: - He prepared thematic presentations, briefs and assessments on social, environmental and other cross-cutting issues of relevance to the Bank's book of business.- He provided written and oral input on cross-cutting issues to project teams at different levels of implementation.- He was sent alone to senior management meetings to represent the Unit halfway through his term.
