Chief Examiner/Senior Operations Engineer
Chief Examiner responsible for all aspects of exam project success - planning through final doc. including recommendation for license issue or denial. Ensured license operator exams were developed, administered, and documented in strict compliance with the guidelines established in NUREG 1021, “Operator Licensing Examination Standards for Power Reactors”. Managed activities of 2-5 other examiners. In addition, coordinated the activities of 6-8 licensee staff in running the simulator, sequestering, and providing simulator tech. support, etc. Conducted reviews of exam doc ensuring consistency, completeness, and technical accuracy. Conducted exit meetings summarizing: the quality of exam submittals, exam results (i.e., strengths/weaknesses), simulator and procedure weaknesses, and exam security concerns, etc. Ensured licenses, final exam reports, and the master exam files were completed in a timely manner. Acted as Operations Branch Chief on numerous occasions including assignments up to 3 months.Mentored NRC examiners as well as industry exam reps in developing initial licensed operator exams and operator requal exams to ensure compliance with NRC standards. Over the years led numerous industry training sessions on initial written and operating exam development with positive feedback. Led NRC Licensed Operator Requalification Inspections and over the years identified and documented numerous issues regarding maintenance of license conditions as well as programmatic issues. Led numerous multi-disciplined inspection teams in event follow-up as well as program evaluations e.g. earlier this year led an NRC special inspection team (SIT) and in the last two years identified numerous operator licensing and requalification programmatic issues some of which involved escalated enforcement. Other Team Leader assignments included: B.5.b Phase III; Maintenance Rule Baseline, PI&R, In addition, back filled as a senior resident inspector at various sites.
