Ensured license operator exams were developed, administered, and documented in strict compliance with the guidelines established in NUREG 1021, “Operator Licensing Examination Standards for Power Reactors”. Managed activities of 2-5 other examiners. In addition, coordinated the activities of 6-8 licensee staff in running the simulator, sequestering, and providing simulator tech. support, etc. Conducted reviews of exam doc ensuring consistency, completeness, and technical accuracy. Over the years led numerous industry training sessions on initial written and operating exam development with positive feedback. Led NRC Licensed Operator Requalification Inspections and over the years identified and documented numerous issues regarding maintenance of license conditions as well as programmatic issues. Led numerous multi-disciplined inspection teams in event follow-up as well as program evaluations e.g. earlier this year led an NRC special inspection team (SIT) and in the last two years identified numerous operator licensing and requalification programmatic issues some of which involved escalated enforcement. Lead shipyard manager responsible to provide technical and program leadership, as well as coordination and establishment of work priorities for the nuclear production test group (approx. 25 people), which were responsible for the preparation, certification and staging of all test equipment to support all nuclear testing conducted by the shipyard including remote site projects. Responsible for training and assignment of all Station Bill test personnel (i.e., all departments/disciplines throughout the nuclear organization) in support of the nuclear test program on the shipyard.

For example, we performed projects at Alameda, Charleston, Holy Loch, Scotland, Kings Bay, Norfolk, Pearl, Puget, Portsmouth, and San Diego. For approx. two years assigned as a Nuclear Test Engineer. The parallel job in the commercial nuclear industry world be a licensed SRO shift supervisor. Wrote and approved nuclear test procedures, directed a multi-disciplined group of test personnel including ships force personnel in conducting nuclear submarine shipboard testing including: approval of all work that affected plant conditions, reviewed and approved all changes in plant status including all blocking and tagging activities, certified satisfactory completion of testing and documented test failures as appropriate. In order to qualify for this position completed an intensive 18 month test engineer’s training program equivalent to the nuclear engineering officer's training program. Passed an eight hour multi-part essay written examination administered by Navsea 08 on reactor physics, chemistry, reactor plant systems and integrated plant operations. Graduated first in my class. For approx. five years instructed and supervised the 18 month STE training program. Responsible for supervising, coordinating, and administering every aspect of this program (i.e., scheduling, developing and approving course/program curriculum, budgets, performance appraisals, training reports, coordination, program audits, etc.). Responsible to lead, train, and assess the performance of those engineers assigned to this extensive training and certification program. There were as many as 60 engineers assigned at any one time.

Assumed the responsibility for a complete vessel and/or project, being responsible in the field for the accomplishment of the technical and engineering phases of the work from the arrival to departure. Supervised 1-2 subordinate Engineers and or Engineering Co-Op Students. Acted for the various design branches and authorized changes and deviations from plans when necessary and prepared design modifications - handled and resolved engineering problems that involved all marine engineering disciplines (i.e., mechanical, structural, and electrical). Represented the Engineering Department at all meetings regarding assigned ships and its design problems. Investigated design problems and system malfunctions not covered in the ship’s work package and made recommendations to the ship’s superintendent, ship’s force, type desk, etc., concerning feasibility, alternative designs, and/or cost analysis.

Performed a wide variety of inspections on various submarine shipboard nuclear power plants systems and components Initiated deficiencies on components, materials, and procedures used on the job and workmanship that did not meet exact specifications. Maintained records of inspections performed, results of those inspections and then recorded corrective actions taken. Performed welded joint visual and liquid penetrant tests, joint fit-up and dimensional inspections. Certified assembly of SUB-SAFE components. Directed work stoppage when further work would cover a defect or endanger personnel or equipment.

Certified as a Health Physics Tech. Completed four months certification/training program. Conducted a variety of routine and special radiological surveys in support of submarine overhaul/refueling. Provided training and on-the-job direction for work where radiation exposure was a consideration. Verified the adequacy of proposed and installed contamination containment enclosures and temporary shielding providing guidance during installation and insured proper use. Trained and evaluated shipyard personnel for both initial and maintenance of qualification as radiological workers.

1969 - 1975 U.S. Navy After completing nuclear power training, qualified Engine Room Supervisor on the USS Enterprise, CVN 65 and as such was one of the senior operators on watch supervising three to five other operators. Lead responsibility for the training, qualifications, and watch assignments for all enlisted personnel in a division of almost 200 personnel supervising an administrative/technical staff of three individuals. Lead responsibility for Engineering Department to develop and administer all written and oral examinations administered to operators for all watch stations qualifications up to and including Engine Room Supervisor. I was periodically tested by written examinations and oral board to maintain qualifications as a nuclear power plant operator.
