I was a member of the North America Civil Business Unit which supports the global Samsung C&T Company in pursuing mega infrastructure projects worldwide. My roles and responsibilities included assisting in project pursuit development including designer selection, teaming agreements and preparation of prequalification packages, as well as estimating major civil and utilities work packages. I was also responsible for developing technical narratives for proposals and technical submittals. I provided risk and value engineering analysis and estimation services for several large DB, DBB and P3 projects during the bidding phase, including LA Metro Westside Subway Extension Phase 1, California High Speed Rail Package 2-3, New Bridge for the Saint Lawrence Corridor and Site C Clean Energy Project.

I was a member of the Innovative Project Delivery team providing strategic advice to public sector clients in North America, South America and the Caribbean with a focus on providing value for money to the client using innovative financing techniques and alternative delivery methods. I gained extensive roadway design experience working on various projects in the US and Latin America, including being a contributing member of the roadway design team for a $1B international design-build project. I developed contract documents, including Comprehensive Development Agreements, Capital Maintenance Agreements and Design-Build Contracts. I conducted feasibility studies and quantitative and qualitative value for money assessments. I also developed P3 risk analysis and value for money guidance documents for various state DOTs across the US.

I was one of four graduates selected selected for Halcrow’s American Graduate Transfer Program. I spent two years in the UK working on P3 projects as a technical advisor to key clients such as the Highways Agency and Transport Scotland. I served as technical advisor for long-term roadway concession projects and the development of P3 contract documents. I gained a vast knowledge in developing construction and O&M cost estimates for long-term concession projects. I produced value for money assessments, toll revenue estimates and risk assessments for various public sector clients in the US. I provided design review services for public sector clients in Latin America and the US, including analyzing geometric design, pavement design and traffic control plans. I had a placement in a major client’s office for over a year and provided asset management advice for their road network, assisted with the oversight of privatized O&M work and developed a grading system to assess and prioritize future roadway maintenance schemes.
