Joint Improvised Threat Defeat Organization (JIDO): Combating the Ever-Evolving Improvised ThreatIn the Fall of 2016, DTRA’s mission expanded to address another type of weapon that is heavily favored by terrorists, non-state actors and rogue states: the Improvised Explosive Device, or IED. When U.S. forces started encountering road-side bombs, car bombs, and other improvised explosive devices favored by insurgents in Iraq and Afghanistan, the military stood up task forces to counter the threat posed by this pervasive weapon. The Joint Improvised Explosive Device Defeat Organization brought all the resources together when it was created in 2006, and JIEDDO quickly became a rapid-reaction organization that brought new tools and training to our front line forces.Now known as the Joint Improvised-Threat Defeat Organization, JIDO adds to DTRA’s mission as a Combat Support Agency by tackling the ever-evolving IED threat with a three-pronged attack: quickly develop and field a wide variety of tools to defeat IEDs; train service members on how to use the right tools and techniques to defeat IEDs; and attack the network of IEDs by collecting, analyzing and sharing operational data.Like WMD, IEDs are becoming the weapon of choice for violent extremists fighting on an asymmetric battlefield. JIDO recognizes the need to sustain efforts that enable the defeat of improvised threats globally, and further enable troops’ preparation to counter such threats when they arise. JIDO preserves JIEDDO’s warfighter-recognized brand, keeps its purpose to rapidly provide capabilities to a joint force, and informs a proactive, threat-defeat approach. Joint Improvised Threat Defeat OrganizationMISSION: JIDO enables Department of Defense actions to counter improvised threats with tactical responsiveness and through anticipatory, rapid acquisition in support of Combatant Commands’ efforts to prepare for, and adapt to, battlefield surprise. This supports counter-terrorism, counter-insurgency, and other related mission areas, including counter-improvised explosive device.ENABLE RAPID CAPABILITY DELIVERY FOR ACCELERATED & URGENT ACQUISITIONJIDO helps identify and understand risks and vulnerabilities, enabling a rapid and early understanding of capability gaps, the timely validation of requirements, and informed investments in counter-threat technologies and non-material solutions within the combatant commander’s latest time of need.With its flexible funding and authorities, JIDO initiates, accelerates, develops, and delivers urgent counter-improvised threat solutions for validated capability requirements.The intent is to act immediately on validated urgent needs to counter disruptive technologies within a two-year timeframe; to accelerate development —“concept-to-prototype”-- enabling a warm start on critical emerging requirements (2-5 years); and to influence counter-threat development efforts in the 5+ year range through coordination with government science and technology organizations, partner nations, national laboratories, academia, and industry.JIDO uses a threat-based, deliberate, structured, and proactive approach to identify and validate urgent or emergent capability requirements and associated capability gaps, and to acquire rapidly and deliver capability solutions to prevent or mitigate battlefield surprise.

In a fast-paced, multidisciplinary environment to support personnel and financial management, planning, and program integration for Identity Resolution Exploitation Management Services (IREMS) initiatives. Serve as a principal staff officer to IREMS Chief/Project Manager in all matters concerning operations, plans, and organization that affect or impact on all organizational activities in the Line of Operation (LOO). The United States Army Rapid Equipping Force rapidly provides urgent capabilities to U.S. Army forces employed globally by harnessing current and emerging technologies in order to improve operational effectiveness. The REF is a capability provider, empowered to act urgently on behalf of the Army G-3 to provide Soldiers and commanders “game-changing” capabilities that increase lethality, improve force protection and enhance their survivability against highly adaptive enemies. The Rapid Equipping Force provides these capabilites by identifying, developing, and delivering acceptable commercial and government "off-the-shelf" equipping solutions in limited quantities and scope directly to the Warfighter. The Rapid Equipping Force accomplishes its mission by leveraging government organizations, commercial industry and small businesses to attain access to leading-edge technology and to acquire affordable products to equip the warfighter rapidly. The Rapid Equipping Force is a cohesive element that embeds Requirements, Technology, Acquisition, Budget and Logistics capabilities in a single organization. This unique structure allows REF to rapidly validate requirements, acquire solutions, make the warfighter part of the “Acquisition Cycle,” comply with all existing acquisition statues, and document a streamlined acquisition methodology within oversight of the Army Acquisition Executive. United States Forces Afghanistan South/Southwest Headquarters, J3 Operations Sergeant Major. Responsible for the day to day management of the USFOR-A South/Southwest staff numbering over 200 military, Department of the Army Civilians, and contractors’ responsible for supporting over 30,000 service members in acquisitions (PEOs), administrative, intelligence, operations, logistics and communications and signal support. Employed force protection systems throughout the Kandahar and Helmand provinces focused on improving counterinsurgency and counterterrorism efforts in Afghanistan. Oversaw the management of over 200 combined BETTS-C systems, Persistent Threat Detection System, Persistent Ground Surveillance System Aerostats and numerous associated force protection systems aimed at improving the war fighter’s survivability. Coordinated closely with U.S. and Coalition forces establishing the surveillance aerostat program improving ISR coverage by 80% in the area of operations. Facilitated Anti-Terrorism Force Protection training for under resourced U.S. military units. Established a logistics hub for the contractor community improving the contractors’ effectiveness to support over 30,000 service members in Regional Commands South and Southwest. Managed transportation assets encompassing Kandahar and Helmand Provinces Afghanistan equipping over $500,000,000 worth of force protection assets. Established the first U.S. Mine Action Center in southern Afghanistan removing over 20,000 mines and unexploded ordinance in Southern Afghanistan.
