James H. Cottrell, Jr. (Chip), CPA (USA & China), FCA (UK), is currently a Senior Advisor at Baker Hostetler LLP working within the Global Fraud and Asset Recovery practice. Mr. Cottrell previously served as a senior Partner at Deloitte as well as its Global Chief Ethics Officer and separately as its Global Corporate Social Responsibility & Sustainability Officer. Built on a foundation of accounting and audit experience in the “big four”, Mr. Cottrell has lived and/or worked overseas for most of his forty five plus year career. His experience includes engagement as a consulting expert in litigation, global asset recovery, arbitration, mediation and other alternative dispute resolution matters. Cottrell also served as a C-suite executive of several well-known global technology companies. He has served in a range of capacities and industries for remediation and monitorship arrangements associated with regulatory and other matters.A recognized and published leader in oversight, risk management, corporate governance, ethics and compliance issues, Cottrell is a frequent lecturer in academia and board rooms around the world. With substantial experience in a number of sectors, Mr. Cottrell led functional service areas in several Deloitte US’ practices and as the Deloitte Lead Client Service Partner for several large global organizations, amongst which are consumer business & transportation companies and the United Nations. He also served Deloitte at the global level including the Risk Executive, Forensic Executive Committee, Policy and Corporate Citizenship/Responsibility communities. With a recent focus on AI, Cyber & Analytics, he has served as a co-Chair of the UN Global Compact Committee on Anti-Corruption, is a long-time member of the G20/B20 Integrity and Compliance Working Group and was a global Deloitte Project Partner for the World Economic Forum’s Anti-Corruption and Geo-Political initiatives. He is also a founding Board member of inRes, an international organization focused on resiliency and sustainability, primarily for Africa.

These approaches must rely upon responsible research and innovation, industry standards and oversight, technological solutions to issues where feasible, foresight and planning, multi-stakeholder engagement, and public input to establish values and desired outcomes.Establishing means to enforce compliance with ethical and legal guidelines will remain a primary role for formal governmental bodies. Only a few of the issues arising from advances in AI and robotics rise to a level requiring international coordination and oversight. Furthermore, we appreciate that approaches to agile governance will vary from State to State. Nevertheless, the pace of technological innovation makes the adoption of new more adaptive and resilient governance mechanisms pressing.
