Under the legislative authority of Title V of the SocialSecurity Act, each of the 50 States and eight jurisdictions are granted Maternal and Child Health(MCH) Services Block Grant funds on an annual basis. These funds are used to build andsupport State- and Territory-level systems to achieve the MCHB mission, based on the particularneeds of their MCH populations. Title V agencies are encouraged by MCHB to engage in anongoing strategic planning process, which includes a Needs Assessment process, and to use thisinformation to plan and implement programs and policies that address those needs.
