Responsible for the implementation of the republic of Ireland’s National Car Testing Service (NCT). This was a complete redesign, overhaul, solution refresh, and modernization of the NCT for the Irish Road Safety Authority (RSA). This was a fast paced, time sensitive project that went from hotel room office to a network of 47 fully operational vehicle inspection centers, central headquarters, data center, high volume call center, pilot test center, and 600+ employees in six months. Leading member of the design and layout team for an Oracle 10g database for the IL Vehicle Emissions Inspection program.Manage and administer a clustered Windows Server 2008/SQL 2005 database for the WA Vehicle Emissions Inspection program.Project manager for the design and implementation of the nation's first self service emissions testing kiosk (located at the Bellevue and Vancouver, WA emission test stations)Developed a comprehensive auditing application for the Muliplex OBDII interfaces using the newly available T22 auditing device. This is currently in use in the WA and CT I/M program's and is the first in the industry.Developed and implemented a live streaming video system in IL and WA that is available for public and agency use. This allows motorists and state agencies to view test station activity in real time.

Managed, coordinated, and implemented Applus+ Technologies ISO 9001:2000 certification nationwide. Served as Applus+ Technologies nationwide Management Representative. Managed all ISO 9001:2000 efforts in Washington, Connecticut, Massachusetts, Rhode Island, Georgia, and Illinois.Planned and coordinated a quality assurance programs designed to ensure accuracy and consistency in vehicle inspection procedures. Performed quality testing on dynamometers, gas analyzers, OBDII Systems, and other hardware, worked with equipment technicians to troubleshoot equipment problems and performance issues. Coordinated the development and execution of hardware/software specifications, test plans and procedures for the Washington State Department of Ecology. Tracked software changes and improvements with vendor and prepared software documentation for approval.
