Director NBN Co Program responsible for development, integration, test, production, construction and deployment of 10 RF Gateways including two 13 meter Ka band antennas and baseband equipment at each site, 2 Data Processing Centers, User Terminals and Antennas, Ground System Test Bed in Australia and Software System including comprehensive integrated NMS, OSS, Access Network Software System for Australian NBN Co program valued at over $260M. Delivered the NBN Co LTSS ground system to provide internet to residential customers and commenced successful operation on schedule in 2016. Size of program demanded Significant Chief Operating Officer leadership role and responsibility over greater than 300 personnel at over fifteen geographic sites driving successful execution and achievement of cost, schedule and performance objectives. Managed successful verification of over 1200 requirements in over 500 witnessed tests and analysis. Delivered 4 major software deliveries to the National Broadband Network Company Australia and supported in country testing at the Australian National Test Facility. Leading in country systems integration coordination with multiple divisions of NBN Co, Ericsson and ViaSat and guiding pre and post satellite launch planning and execution of program to enable successful customer deployment in Australia. Developing comprehensive training courses, operations and maintenance procedures for NBN Co. Managed development, integration, test and production of Modems, 3W and 6W TRIAs, 80, 120 and 180cm Antennas and Power Supplies with first deliveries to NBN Co completed on schedule involving domestic and international vendors and expect over $250M in sales over life of program. Program involves multiple ViaSat divisions and locations including both domestic and international development partners. Implemented Equipment Related Support Services plan for 5 years of support to NBN Co implemented. Largest program in the history of ViaSat.

Director Government Mobile Broadband responsible for deployment of Government Ka and Ku SATCOM systems to US and Allies. Supported critical ISR missions, Special Forces and critical national missions and developed capability in new aircraft for worldwide US and Allied missions and including Australia, U.K. and France. Expanded services with U.S. Government, Defense Industry and Foreign governments. Deployed high speed internet into CNO U.S. Navy aircraft. Coordinated Yonder SATCOM worldwide KU band network expansion and development of service plans.

Director Commercial Mobility responsible for software and hardware development, integration, test, production and installation into Jet Blue and United Aircraft and FAA Certification for ViaSat wifi in flight. Initial phase of program included over $60M in development and initial production. Over 500 aircraft in total ordered. Resulted in development, certification and production of Ka band antenna, TRIA, modem, power supply and software that is being marketed to other airlines. Recognized as premier inflight wifi system in world.

Director of the Multifunctional Information Distribution System Joint Tactical Radio System (MIDS JTRS) responsible for co-opetition of Link-16 development between ViaSat and Data Link Solutions, integration, test, production, installation and completion of First Article Qualification Testing, Security Verification Testing for Communications Security Approval from the National Security Agency, Air Worthiness Certification, Electromagnetic Compatibility Features, Software Communications Architecture compliance and deliver production RADIOS to the F/A-18E/F and E-8C Joint Stars aircraft including successful completion of F/A-18E/F and Joint STARS Aircraft Operational Test & Evaluation resulting in combat deployment in U.S. Navy and U.S. Air Force aircraft. Developed multiple engineering change proposals resulting in significant expansion of MIDS JTRS capabilities, including additional waveforms such as TTNT, production and incorporation into multiple U.S. Navy and Air Force aircraft. Program valued at over $140M development and $30M initial production, at that time largest program in history of ViaSat.

Captain U.S. Navy, Director of Operations/Chief of Staff for Chief Engineer including FORCEnet for SPAWARSYSCOM San Diego. Managed 150 personnel and $45 million budget performing Systems Engineering of Joint Architectures, Execution of FORCEnet Pilot Programs, Assessments, Experimentation, Technical Authority and Financial Management while partnering with services and DoD organizations. Accomplishments: • Developed overarching businesses strategy and re-engineered FORCEnet team increasing productivity 50% to accomplish additional Joint, Technical and Pilot Program tasking while achieving 100% on time delivery of $38 million FORCEnet Campaign objectives. • Spearheaded convergence of Naval FORCEnet, Air Force C2 Constellation and Army Enterprise Architecture initiatives resulting in 300% return on Joint Architecture development investment. • Managed initial delivery of FORCEnet capability to the Fleet, which increased communications reliability from 86% to 99% achieving a 74% improvement in average network recovery time.

Provided engineering and technical support to the SPAWAR Commander. Directed Navy/Marine Corps Intranet (NMCI), Enterprise Resource Planning (ERP), Strategic Planning, Business Process Re-engineering (BPR), Information Assurance and Enterprise-wide IT problem solving. Accomplishments: • Managed SPAWAR $6.8 million NMCI transition at 300 seats per week which was a 600% increase in the organizational average. Designed deployment and configuration control processes, solved legacy application and data transfer issues, designed ordering processes and improved customer service standards. • Guided enterprise IT Balanced Scorecard metrics and management strategy for IT costs for SPAWAR, which produced a $2.1 million savings in NMCI costs for first year. • Instituted Enterprise IT Program Review process, solved systemic issues, provided governance and eliminated four-month delay resulting in simultaneous deployment of new capabilities at four sites.

Preserving industry competition acquisition strategy resulted in 35% reduction in cost of MIDS from Lot I to Lot II for one vendor

Captain U.S. Navy, Deputy Program Manager, International Tactical Data Links, PEO Tactical Aircraft, NAVAIRSYSCOM at SPAWARSYSCOM San Diego Directed Systems Engineering, Configuration and Data Management for $500 million Multifunctional Information Distribution System Low Volume Terminal (MIDS LVT) ACAT ID International and Joint Data Link (Link-16) program involving 6 nations, 27 platforms, 3 U.S. services and multiple U.S. and European contractors guiding over 100 people. Accomplishments: • Handpicked by PEO to lead Red Team made up of 100 people from NAVAIR, SPAWAR, PEO(T), NAWC, MIDS PMO and International Industry to correct technical deficiencies in MIDS performance in F/A-18. Eliminated all major deficiencies, passed operational evaluation and awarded first production contract. U.S. Navy, U.S. Air Force and Allied Aircraft and U.S. Army forces are equipped with combat proven Link-16 MIDS LVT because of the success of this program. • Coordinated international repair of malfunctioning engineering terminal shop replacement units, which reduced shortage of test terminals from 30 to 5 and average one year repair cycle to one month. This enabled F/A-18, F-16, Eurofighter software development and aircraft integration and flight test programs to achieve testing schedules. • Developed and completed Operational Evaluation of the MIDS LVT2 and commenced production for U.S. Army Patriot Missile Batteries significantly improving situational awareness and Air-Land integration and coordination on the battle field.

Accomplishments: • Rated number one DPRO by NAVAIR for three-year accident free flight test performance, delivering 492 aircraft ahead of schedule, 50 consecutive E-2C aircraft without a major discrepancy and saving $1 million in contract costs. Received best ever DLA safety and flight test inspection. • Instituted total quality management with joint government and industry team, which reduced one month cost estimation process to five days producing a 75% savings of time and reduction in labor costs. • Completed 1st ever Joint STARS E-8C modification and delivered to U.S. Air Force and airdcrft deployed to Gulf War. • Modified S-3 aircraft into ES-3A aircraft on schedule and delivered to U.S. Navy. • Test Pilot Flight tested manufactured and re-manufactured aircraft.

F-14 Flight Test and Program Officer, Naval Aircraft Warfare Center Weapons Division, Point Mugu, CA. Directed 90 engineers, 9 F-14 Test Pilots and $197.7 million dollar budget. Test Pilot. Managed Development, Test & Evaluation of all F-14A/B/D software and hardware, Infrared Search and Track System, F-14D Weapon Separation and APG-71. Accomplishments: • Led multifunctional team review and improvement of software development and flight test processes which corrected six month delay in delivery of F-14D software and saved $500,000 in cost over runs. Combined developmental and operational flight test to achieve 30% increase in productivity. • Project leader whose perseverance guided F-14D Aircraft Navy Test Team through most demanding developmental technical evaluation in Pacific Missile Test Center history, resulting in 147 sorties and 12 successful missile shoots in 30 days eliminating one month schedule slip to complete testing on time. Resulted in successful F-14D OPEVAL and first deployment of F-14D with advanced weapon system, advanced Radar, Infrared Search and Track System, digital avionics, JTIDS Link-16 capability and improved engines and flight operations profile.
