The mission of the Department of State is to represent America’s foreign policy abroad, and to advance the interests and security of the American people. The Department of State leads America’s foreign policy through diplomacy, advocacy, and assistance by advancing the interests of the American people, their safety and economic prosperity.

Assessed Foreign Service candidates in person and virtually with the goal of bringing in a highly skilled and diverse workforce. Reviewed candidate files and investigative data to determine suitability for a Foreign Service career. Created and revised all testing materials, ensuring appropriate version control.

Managed all aspects of the East Asia and Pacific (EAP) regional position classification center, serving 50 posts with 8,000+ positions. Designed, created, and facilitated HR courses for 80+ U.S. missions abroad, via traditional classroom methods and virtually (e.g., WEBEX and MS Teams).

Provided expert and timely HR guidance to HR Specialists and Management Officers on complex issues impacting 56,000+ overseas employees in 200+ U.S. missions abroad, each with different labor laws. Range of issues included: classification, recruitment, hiring, compensation, benefits, performance, training, awards, discipline, retirement, and separation. Briefed high level State Department officials, including Undersecretary for Management, Director General, and Regional Executive Directors.

Designed and delivered HR training via classroom, Digital Video Conferencing (DVC), webinars, animations, and virtual simulations reaching 3,000 students annually including Ambassadors, HR Specialists, and locally hired staff. Course length varied from one hour to six weeks. Measured results and revised materials to ensure highest levels of knowledge transfer and student engagement.

Managed 100+ grievances annually from employees of six Foreign Service agencies. Maintained official documentation of all cases from inception to outcome. Analyzed results to identify trends, ensure consistency of decisions and improve efficiency.

Contributed to safe evacuation of 800+ employees and family members during January 2011 Egyptian revolution (a/k/a Arab Spring). Provided full range of HR services to 1,500+ employees within 26 agencies.

During implementation of the Visa Waiver Program, strategically avoided a reduction in force (RIF) in an extremely large Consular section. Provided full range of HR services to 600+ employees within 16 agencies.

Successfully implemented two HR information systems and significantly improved retirement plan. Provided full range of HR services to 300+ employees within seven agencies.

Contributed to rapid growth of software development company from 15 to 150 employees in one year. Created and implemented all HR policies and programs, including recruitment, onboarding, performance management, compensation, stock options, 401k, health insurance, tuition reimbursement, and employee assistance. Conducted employee training and organized teambuilding functions.
