Specific areas of expertise relate to securing planning permission for various agricultural and equestrian development. We also have an in-depth knowledge of Green Belt issues in relation to rural development.Jill is a strategic and lateral thinker, problem solver and excels at finding creative solutions to gritty issues. She has extensive experience in assessing proposals for rural workers' dwellings, new farmsteads and rural building redevelopment schemes. She is also regularly instructed to provide advice in relation to rural site redevelopment opportunities. Jill worked as rural adviser to numerous local authorities over the last fourteen years and has provided assessments of more than 600 rural applications during that time. Jill has extensive experience and has given evidence as an expert witness at more than 50 planning appeals and inquiries. Jill also provides training courses to local planning authorities on the assessment of buildings permitted under the General Permitted Development Order (1995) and in relation to other rural development. She was also the author or The Farmer's Guide produced on behalf of the South Downs National Park Authority.Jill has over twenty years of hands-on farming experience having established a mixed livestock farm in the early 1990s which concentrated on the rearing of traditional breeds of stock using traditional rearing practices and ultimately selling directly to the consumer.     Jill brought her skill set to the position of Director at RAC utilising experience gained working as part of the BIAC team and within her role as Chairman of that organisation, to concentrate on the development of the planning sector within the company. Part of the new role included chairing in-house planning meeting/discussions with other RAC consultants to explore and expand knowledge base and ensure consistency of approach in relation to assessment of rural planning applications.Jill was successful in tendering for two contracts for ongoing works; a 3 year contract with a local planning authority to provide advice in relation to rural planning applications; and in relation a FEZ project within a National Park which sought to achieve support for a specific farming sector within the Park. Jill was also jointly responsible for developing marketing opportunities through networking and the updating of the website, concentrating on the need to increase the profile of the company and, therefore, to increase work opportunities. Part of the job description also included a QA of all planning appraisals relating to rural workers dwellings produced by consultants working within RAC to ensure a consistent approach for all assessments.In addition to the above, Jill continued to operate as a self-employed consultant specialising in the appraisal of planning applications for new agricultural, horticultural, equestrian and other rural dwellings and buildings, and in estate management and farm diversification projects.     Jill Scrivener specialises in the appraisal of planning applications for new agricultural, horticultural, equestrian and other rural dwellings and buildings, and in estate management and farm diversification projects. She is retained as the agricultural advisor to seven local planning authorities in Berkshire, Buckinghamshire, Oxfordshire, Hampshire, Kent and West Sussex and is regularly consulted on planning applications for agricultural developments by these authorities and by numerous others across the country on an ad-hoc basis. She currently provides training courses to local planning authorities on the assessment of buildings permitted under the General Permitted Development Order (1995). She is also routinely instructed by farmers throughout the country to prepare planning applications and appraisals for dwellings and buildings to support agricultural and equestrian uses.She has over twenty years of hands-on farming experience having established a mixed livestock farm in the early 1990s which concentrated on the rearing of traditional breeds of stock using traditional rearing practices and ultimately selling directly to the consumer.     Christmas Farm was a traditional mixed livestock farm and Jill was the co-proprietor of the enterprise. The business was focused on farming traditional breeds of livestock including Longhorn beef, Jacob and Welsh Black sheep, Norfolk Black Turkeys, Saddleback pigs and also reared ducks, chickens and geese from day olds. A flock of free range hens were also part of the enterprise.All stock was reared through to finished weights on the farm and then sold directly to the consumer through an on-farm shop.
