About Jill Simpson

As an experienced leader and PD Professional I have gained extensive experience cross Government and within Private sector in all aspects of Programme and Project Delivery. Currently I am the Head of Programme Management Office for HMRC Infrastructure Programme leading a team which forms part of the Government’s Major Projects Portfolio.After many years working in the Employability sector in DWP my move to HMRC brought a new challenge and huge opportunities, not least in my role supporting EU Exit, quite a unique area to work in delivering high profile policy driven changes that government had never done before. This area is bringing huge change in an ever changing , fast paced environment , it’s a very exciting place to be! My Previous experience has included leading teams of Delivery Professionals, working face to face with customers, Programme/Contract delivery and management, Marketing, Finance, Training, Business Development, External Relations , Programme management Governance and Assurance, and Communications. Supporting my self development, I am highly motivated, innovative and grasp any opportunity to gain new experience in other public and private sector organisations. I have been able to bring good practice back into HMRC having spent secondments in Connexions local council young peoples service , DCSF and not for profit company Newcastle Futures Ltd.Located in local City Council and community premises I led the development of a Strategic Partnership , sharing resource and finance while gaining a much wider perspective of the many different issues and priorities a City has while delivering its services. This enabled the Partnership to shape and influence evolving services to suit business and customer needs, an alternative to mainstream offer. I have lead many PMO and have established Governance structures whilst seeking investment & developing internal and external Assurance activity. I have developed and implemented Stage Gate Management across Transformation Programmes alongside managing the supply and demand of PD Professionals as a resource manager.
