FACI provides advice to Treasury’s Federal Insurance Office (“FIO”) on issues related to the responsibilities of the office, including identifying issues that could contribute to systemic risk in the insurance industry or the U.S. financial system; assessing the availability and affordability of insurance to traditionally underserved populations; advising the FIO on major domestic insurance policy issues; and assisting in the development of federal policy on international insurance regulatory matters.

The Steering Committee of the EU-US Insurance Dialogue Project includes representatives of the National Association of Insurance Commissioners (NAIC), the U.S. Federal Insurance Office (FIO), the European Commission (Commission) and the European Insurance and Occupational Pensions Authority (EIOPA). The mission of the Steering Committee is to build on more than a decade of dialogue between U.S. and European insurance regulators, with the objective of further enhancing mutual understanding and cooperation for the benefit of insurance consumers, business opportunity and effective supervision. The work currently focuses on cybersecurity and the use of big data.

The Executive committee manages the affairs of the NAIC in a manner consistent with its Articles of Incorporation and its, conducts strategic planning, identifies the goals and priorities of the organization and oversees the NAIC offices to assist the organization and the individual members in achieving the goals of the organization.

Establishes and maintains standards to promote sound insurance company financial solvency regulation. The accreditation program provides a process whereby solvency regulation of multi-state insurance companies can be enhanced and adequately monitored.

Considers issues relating to life insurance and annuities such as accelerated underwriting, annuity suitability standards, and illustration and disclosure issues.

The National Association of Insurance Commissioners (NAIC) is the U.S. standard-setting and regulatory support organization created and governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories. Through the NAIC, state insurance regulators establish standards and best practices, conduct peer review, and coordinate their regulatory oversight.

Provides a forum for regulator education and discussion of innovation and technology in the insurance sector, to monitor technology developments that affect the state insurance regulatory framework, and to develop regulatory guidance, as appropriate.

• Managed the day to day operations of the department, including developing policies on insurance matters, working in collaboration with the General Assembly and engaging stakeholders.• Oversaw a taskforce of Ohio insurance CEOs to review and implement improvements to Ohio’s regulatory environment and to create a robust workforce for Ohio’s insurance industry.• Executed significant insurance reforms, including enhanced holding company analysis; quality standards applicable to mergers, acquisitions and license applications; alternative investment code; requirements for accredited and certified reinsurers; enhanced corporate governance and enterprise risk management; and the creation of domestic captive insurance companies.• Actively represented Ohio in the NAIC by serving on the Cybersecurity Task Force, the Innovation Technology Task Force, Big Data Working Group and Unclaimed Life Insurance Benefits Working Group. Also served as the Treasurer of the Interstate Insurance Product Regulation Commission.• Worked to benefit Ohio consumers by removing regulatory barriers that needlessly drive up the cost of insurance while also strengthening meaningful consumer protections.• Represented the Department through speaking engagements across Ohio with various trade, industry and special interest groups.• Managed executive level policy directives and implemented across department units.

• Managed the administrative functions of the department, including the direction of fiscal, human resources, information technology, communications and consumer affairs staff; includes supervision of over one hundred (100) positions and oversight of $36 million budget.• Justified, defended and provided testimony before the Ohio General Assembly regarding agency’s operating budget.• Supported the administrative transition by on-boarding senior team members, establishing dialogue with legacy staff, and fostering a team environment.

The Insurance Compact enhances the efficiency and effectiveness of the way insurance products are filed, reviewed, and approved allowing consumers to have faster access to competitive insurance products in an ever-changing global marketplace. The Compact promotes uniformity through application of uniform product standards embedded with strong consumer protections. The Insurance Compact is a multi-state public entity with the Interstate Insurance Product Regulation Commission serving as a governing board for the 46 Member States.
