Provides consulting services to commercial and government entities in the areas of Executive Leadership, Cyber Strategic Risk, Information Technology (IT) Strategy, and Defense Support to Civil Authority matters for homeland security and emergency response at the Federal, State and Local levels.

Based on government and Deloitte Cyber experience, assisted the DoD and Army Accounts to identify and pursue opportunities where Deloitte’s growing cyber capabilities may best be used to meet customer needs. Lead and guided cyber security lifecycle policy development and process implementation, focusing on continuous process improvement to proactively address unique and rapidly changing security challenges facing clients. Lead a team providing cyber reconnaissance and analytics services for a large Federal entity in the Washington, D.C. Area. Asked by senior Principal to perform as Program Manager for Deloitte Cyber Reconnaissance and Analytics Group of approximately 60 employees. This team using passive network sensors inside the organization’s network perimeter or based on an external-only perspective to identify weaknesses, vulnerabilities, and likely exploitation by identifying patterns and potential indicators of compromise in near-real time, and then report on identified relationships, potential red flags, and best practices to mitigate organization-specific threats or concerns.

Performs CIO advisory and implementation services to address manufacturing, financial, human resources, customer relationship management, procurement, order management, supply chain, IT Governance and other business needs throughout the enterprise and the Federal Government. Performs as a member of the Deloitte CIO Advisor Council to enhance the services provided to Federal, State and Local Government CIOs. Develops solutions to maximize business value from IT investments encompassing architecture, engineering, and operations services for IT strategy. Plans, designs, and implements solutions that analyze and deliver information for business process improvement. Discovers, incubates, and grows capabilities around emerging as well as legacy technology solutions and their integration into existing customer environments.

Served as the principle trusted advisor to the Chief, National Guard Bureau on information technology policy, plans, and strategy that shape and maintain Information Technology (IT) effectiveness across strategic, operational, and tactical levels while operating in the Joint, Domestic, and Mission Partner domains. Provides oversight, leadership and core management of IT and communications portfolio and programs as well as the oversight and management of the associated appropriated funds. Provided leadership, liaison, coordination and collaboration with the National Guard Joint Staff, the Army National Guard, Air National Guard, U.S. Northern Command (USNORTHCOM), and the Office of the Secretary of Defense and DoD Chief Information Officer. Ensures that the Planning, Programming, Budgeting and Execution Process (PPBE), manpower resourcing, and human resources support are managed and implemented in accordance with applicable laws, regulations, policy, and guidance in coordination with the DoD policies and regulations. Plans and coordinates global IT and communications in support of National Guard domestic response operations, National Security Special Events (NSSE), contingency operations, and exercises. Provides integrated, inter-operable, and collaborative information sharing and communications capabilities to NGB and the Joint Force Headquarters-State to perform Homeland Defense/Defense Support to Civil Authorities (HD/DSCA) missions in State Active Duty (SAD), Title 32, or Title 10 status. Develops business processes and tools to expand Shared Situational Awareness (SSA) across the National Guard.

Also serves as the Commander, Delaware Army National Guard. Serves as the principle advisor to the Adjutant General of the Delaware National Guard for all Homeland Security and Defense Support to Civil Authorities matters pertaining to the National Guard. Responsible for the planning, directing and administering of programs related to state emergency operations within Delaware, and maintains liaison with major commands, such as USNORTHCOM, and the National Guard Bureau. Also responsible for developing the Cyber mission and associated programs for the Delaware National Guard.

Overall command responsibility to lead, guide, and manage the approximately 800 members of the 261st Signal Brigade (TTSB). Engage and work with the DoD National Leadership in representing the National Guard’s requirements and capabilities for both overseas federal missions as well as for domestic operations. Manage readiness, strength management, personnel preparedness, and occupational specialty qualification. Manage and direct training of brigade units, and integrate composite risk management, force protection, and occupational safety principles into training. Train and equip units in the overseas deployment cycle. Provide a ready force in support of emergency response or domestic support in order to perform both the Federal (overseas) mission, as well as any support to civil authority as ordered by the Governor of Delaware.

Overall command responsibility to lead, guide, and manage the 820 members and 12 units of the 72nd Troop Command Brigade. Manage readiness, strength management, personnel preparedness, and occupational specialty qualification. Manage and direct training of brigade units, and integrate composite risk management, force protection, and occupational safety principles into training. Train and equip units in the overseas deployment cycle. Provide a ready force in support of emergency response or domestic support in order to perform both the Federal (overseas) mission, as well as any support to civil authority as ordered by the Governor of Delaware.

Overall command responsibility for unit performance and morale of Delaware National Guard Headquarters staff as well as the Civil Support Team (CST), Regional Training Institute (RTI), Medical Detachment, OSACOM Detachment, and Integrated Tactical Signal Battalion. Also functions as the Deputy Commander of the Delaware Army National Guard and assists the Assistant Adjutant General Army with the command and control of all Army National Guard missions and functions to ensure unit readiness in order to perform both the Federal (overseas) mission, as well as any support to civil authority as ordered by the Governor of Delaware.

Responsible for all staff functions of the National Guard Bureau J6/CIO including operations support to the 54 states and territories through the Joint Operations Coordination Center (JoCC) and the Joint C4 Coordination Center (JCCC) in the Homeland Defense/Defense Support to Civil Authority (HD/DSCA) area including communications/network plans, interoperability plans and testing with first responders as well as plans and testing of continuity of operations (COOP), Chief Information Office (CIO) support to the Chief – National Guard Bureau, the budget and programs division supporting internal directorate and the states’ requirements, as well as the administrative functions in the J-6 office of approximately 60 employees.

Develops integrated strategic project plans, tracks and drives the ongoing critical projects for an Internet Service Provider (ISP), focusing on the integration and improvement of dial, xDSL and other broadband technologies and its supporting systems (eMail, RADIUS, Portal, Firewalls, Networks, eCRM). Develops reporting, analysis and summary mechanisms for project team and executive use. Develops metrics for post-implementation ROE analysis.

Commander of the 198th Signal Battalion.

Developed strategy for balancing force to provisioning and maintenance workload for over 2.2 Million access lines. Exercised operational control over 700 employees. Analyzed customer service indicators and load data for strategy adjustments. Coordinated with other Bell Atlantic departments and representatives of connecting telecommunications companies to resolve service issues. Developed processes to meet customer service indicators set by the Washington Public Service Commission.

Lead team of 32 technicians for maintenance of outside plant and providing and maintaining customer service on that network. Daily responsibility for technicians’ safety, welfare, and equipment including: motor vehicles valued at over $400,000, tools and materials over $300,000, and voucher, expense and billing records (time and material) over $300,000 annually. Counseled personnel on their performance. Performed quality assurance and safety inspections. Dealt with labor issues in and out of the grievance process. Handled customer complaints concerning service quality. Coordinated with other work groups to remove technician roadblocks.
