Since the mid-1980s as an environmental professional and consulting biologist, I have specialized in resource conservation and wildlife management planning; CEQA and NEPA compliance; biological resource assessments; endangered species surveys, impact assessments, and consultations with state and federal resource agencies; mitigation planning and compliance; wildlife management techniques; and field study design. I have been involved with projects that focus on natural resources and wildlife management planning with an emphasis on threatened and endangered and other special-status species for a variety of clients and industries, including energy, transportation, communications, and community planning and development clients; state and federal resource and land management agencies; local agencies; and private land and resource conservancies. Most recently, my primary focus has been HCP/NCCP implementation, renewable energy, and research. In the 17 years since 2005, I have been the sole proprietor of Estep Environmental Consulting, where I have collaborated with numerous highly-skilled biologists, researchers, resource conservation professionals, and a long list of valued clients that have contributed to my ongoing development and education and successful project, research, and conservation outcomes. During the previous 16 memorable years, from 1989 to 2005, I worked with the excellent staff and friends at Jones & Stokes Associates in Sacramento where I began as a staff wildlife biologist and later served as an Associate Principal, Senior Wildlife Biologist, and Team Leader of the Natural Resources Team. In this capacity, I was responsible for a broad range of biological services, management, staff development, business development, and corporate duties. The J&S team was unmatched in the environmental consulting world, and I was fortunate to have been a member. My most formative years may have been from 1984 to 1989, following graduation from UC Davis and during graduate work at California State University, Sacramento, when I worked as a contracting biologist for the California Energy Commission and the U.S. Bureau of Land Management, and as a seasonal biologist with the non-game/endangered species unit in the Sacramento Headquarters office of the California Department of Fish and Game where I benefitted greatly by the mentoring and training from, and collaboration with, numerous seasoned and highly skilled wildlife professionals.
