Fully responsible to provide day-to-day oversight and staff supervision over actions relating to the operation of the Command Operations Information Center/Current Operations, Requirements and Training Division, Future Operations/Exercises, Training, and Continuous Improvement (Lean Six Sigma) Divisions in support of the Army's Sustainment Command's world-wide mission to be Army Material Command's face to the field for logistics and sustainment operations.

Served as the 46th commander of the Rock Island Arsenal (RIA), where he served for 35 months. As Commanding Officer, Colonel Fly oversaw operations of the only multi-purpose and vertically integrated metal manufacturer in the Department of Defense, applying the unique technical expertise and equipment to manufacture products high in quality and sustainability.Interfaced daily with all aspects of the manufacturing process from technical data review and process planning to quality assurance, supply chain, and 16 in house metal manufacturing processes. RIA-JMTC is an Army owned fully ISO Certified manufacturing facility with a certified metallurgical libratory with 1,200 employees.

Deputy Commander for an Army Field Support Brigade operating under the operational control of ARCENT and in direct support of 1st Theater Support Command operations in South West Asia (SWA).Focused on the retrograde of over 500,000 items of equipment from Iraq to CONUS in support of presidential policy directive to withdraw US forces from Iraq.Simultaneously, supervised the retrograde, reception, refurbishment, reconfiguration, and shipment of over 2,000 pieces of equipment from Iraq and Kuwait to Afghanistan in support of presidential policy directive to surge forces to Operation Enduring Freedom.Identified and solved process shortfalls before they became a problem; Lead a diverse group of Soldiers, Department of the Army Civilians and Contractors; Guided the transition of a $250 million sustainment contract; Improved visitility and accountability for over 9,700 pieces of rolling stock and 35,000 other pieces of military equipment in transit; Lead continuous improvement efforts focused on both the retrograde and refurbishment process

Oversaw operational logistical planning for the Pacific Theater. Provided logisitcs planning, guidance, and support to US Army Pacific, Joint, and Combined Forces. Developed operational, force protection, and traning support guidance. Developed sustainability concepts and plans in support of operational plans and contingency plans assigned to the US PACOM Area of Responsibility. Oversaw the development of exercise participation and special projecst for the command to enable command to achieve full operational capability.Tremendously effective in helping to build and sustain integrated staff processes across a network of headquarters; Synchronized battle staff functions that helped to ensure success in two major enabling exercises; Remarkable theater perspective set the standard in updating logisitical plans in coordination with US and Allied nation forces ensuring 8th TSC was nested in all Pacific operational and contingency plans; Leadership initiative, devotion to duty, mission focus, and dedication to soldiers substantially contributed to establishment of 8th TSC as the senior logisitics enabler for USARPAC and PACOM.

Responsible for the discipline, training, morale, and welfare of over 1,500 assigned soldiers and their families. Oversaw the maintenance and readiness of 10 units worth of equipment in a combat zone including 5 truck companies that conducted daily long haul missions across Northern Iraq. Responsible for operations of a General Supply Hub in Northern Iraq that provide logistics support for all combat units in the northern portion of Iraq. Oversaw daily convoy operations consisting of up to 500 soldiers and civilians and over 100 vehicles.Battalion was the standard bearer for the brigade when it came to training and equipping soldiers appropriately for the fight; Risk mitigation program was detailed and encompassed all the tools required to accomplish dangerous missions while maximizing protection; Superbly handled one of the most treacherous logisitics missions in Iraq

Served as the Group Operations Officer, S3, and then the Group Deputy Commander for the 101st Corps Support Group during the preparation, deployment, and redeployment from the original invasion of Iraq during Operation Iraqi Freedom (OIF).

Training, health, welfare for 165 soldiers and over 200 pieces of equipment including maintenance sets kits and outfits, trucks, trailers, generators, and weapons. Supported the maintenance readiness of an Armored Brigade in Garrison, during Field Training Exercises, and Overseas Deployments.
