Landscape Photography is my passion. Corporate Asset Management Planning Initiated a groundbreaking service based approach to Property Asset Management Planning within one of Scotland’s largest local authorities. Development and Delivery of Investment Programmes: Established a track record of achievement in the development and implementation of challenging capital and major revenue investment programmes, ensuring organisational objectives and operational and financial performance targets were consistently achieved. Project Management Successfully developed and delivered major capital programmes and projects from inception to post occupation review for a range of property types.Corporate Reporting Presented reports on physical and financial progress of Capital Programmes and Projects at Client, Senior Officer and Elected Member Forums. Legislative Compliance Programmes Developed risk assessment and remedial works programmes, supporting procedures, data management and reporting systems for legislative compliance programmes for asbestos, water quality and fixed electrical inspection and testing in all Council General Services properties. Property Maintenance ProgrammesManaged a 24/7 repairs service delivering planned and reactive property maintenance programmes for 1279 operational properties including 19 secondary and 124 primary schools. Excellent record of innovation and maintaining business continuity following major incidents.

Responsible to the Property Services Manager for ensuring the effective development of Corporate Capital and Revenue Investment Programmes, in consultation with Clients and delivery of the property maintenance function via multi disciplinary team of circa 30 staff. This included: 1. Asset Management Planning: Initiated a new approach to Corporate Property Asset Management Planning (AMP) in 2004, supported by an AMP framework, incorporating the Corporate Management Team and Heads of Service of all Council Departments. In 2004, wrote the first Council Corporate Asset Management Plan that provided a robust basis for the Council’s property investment, property utilisation, acquisition and disposal strategies in the succeeding years.2. Capital and Revenue Programme Management: Responsible for the preparation of capital and revenue investment plans for all Client departments covering new construction, refurbishment, repairs and maintenance to a wide range of property types including listed buildings. This involved:·Facilitating the delivery of new construction funding packages, liasing with Finance and IT Department with regard to capital, revenue, grant and other sources of investment into properties development and management of capital bids and option appraisal processes·Appointment of design teams including external consultants·Managing major refurbishment works and repairs and maintenance across all geographic areas of the Council. ·Ensuring performance, operational and financial controls are in place to successfully deliver the combined property maintenance and investment strategies of the Council.·Monitoring and reporting financial and physical progress on a four weekly basis to the Chief Executive and Senior Officers at the Capital Monitoring Group, and to Elected Members at the Capital Budget Scrutiny Forum.·Managing Service Level Agreements with Council Departments including implementation of service improvement initiatives.
