Responsibilities:Build cost/benefit analysis for projects. Schedule and manage IT, Communications, SCADA and Security projects. Activities• Provide detailed budgets and cost/benefit analysis of installing field telemetry, communications and SCADA for gas and oil wells.• Define deliverables, scope and timelines. • Manage tasks to complete projects using resources from multiple departments.• Provide alternatives to Metering, SCADA and security operations and efforts involving technology and new process.• Document hardware, procedures and staffing for SCADA and IT departments and technology.• Research and provide solutions for communications and hardware issues.• Configure and implement devices used in remote locations.• Manage access control and surveillance for the five locations.

• Responsible for personnel on shift, establish and maintain an effective working relationship with other departments, representatives from CNMS, CNGC and local law enforcement • Provide detailed training on all equipment, services, and emergency procedures. Demonstrates continuous effort to improve the effectiveness of Security. • Supervise and participate in emergency preparedness training with security management and staff, and CNE employees as needed. • Knowledgeable of most current Internal Controls and Policies and Procedures. Actively monitors security and other radio traffic, and respond as necessary. • Supervises calls of incidents for officer safety, and emergency situations such as bomb threats, fire, robbery, and other type situations. • Create and issue reports on incidents which are written properly, and contain all the information needed. • Work as a “Team” to achieve department goals, fulfills security mission statement, and meet overall business objectives of CNE. Contribute to the integrity and effectiveness of the security department.

• Act as the Senior Manager for the implementation of the North America Energy Reliability Corporation’s (NERC) Critical Infrastructure Protection (CIP) standards.• Develop the strategy, budget, plan, implement and oversee modernization of communication equipment/systems/radios to enable communication to SCADA sites and allow for seamless failover between redundant data centers to meet regulatory requirements and best practices.• Develop the strategy, plan, implement and oversee modernization of communication equipment/systems/radios/telephony to move from T1 circuits in a hub-and-spoke configuration to a MPLS backbone IP network with a multiple ringed converged network.• Develop the strategy, budget, plan, implement and oversee modernization of SCADA system software and databases while replacing the Remote Terminal Units (RTU) to enable redundancy.• Develop the strategy, plan, implement and oversee modernization of financial systems from a Wang VS hardware platform running VS COBOL to a Dell based server platform running C# applications.• Implement redundant data centers to meet Federal Energy Regulatory Commission and North America Energy Reliability Corporation’s regulatory compliance and best practices.• Develop and implement project management and change control processes used across IT departments.• Present purchase requests and results of projects to the Board of Directors.• Direct the creation of Electronic Security and Physical Security Perimeters and the supporting policies and procedures to meet regulatory compliance.• Conduct vulnerability assessments of electronic and physical assets and determine best alternative to address possible threats.• Create and implement security plans to address multi-level security threats of all critical infrastructure and two targets classified as high consequence by the State of Oklahoma and US Department of Homeland Security.
