Jim Kohlenberger is a technology and innovation policy strategist at the forefront of national technology policy efforts to harness innovation to improve people’s lives, extend opportunities to more Americans, and harness technological transformation to solve critical societal challenges. He has served in both the Clinton and Obama White House and in the U.S. Senate. In the Obama White House he served as Chief of Staff for the Office of Science and Technology Policy where he helped the administration drive a transformative technology agenda, created the new position of Chief Technology Officer, put our nation’s space program on a bolder trajectory, advised the President’s national cybersecurity review, advanced critical broadband investments, helped initiate the President’s wireless spectrum initiative, helped develop the government’s open data initiative, worked to restore scientific integrity, and advanced historic investments in innovation. He also served 8 years in the Clinton White House as a Senior Domestic Policy Advisor where he helped formulate U.S. policy on game-changing and innovation focused policy initiatives including initiatives in the areas of equity, technology, science, telecommunications, space, and the Internet. He has also helped lead efforts to drive national change: • Launched and led Jobs4America -- an effort to create more than 100,000 broadband enabled jobs over 2 years• Helped in Education SuperHighway’s successful effort to extend gigabit broadband to every school, Wi-Fi to every classroom, and make the promise of digital learning available to 46.3 million students• Helped the Secretary of Transportation design, develop and launch an innovative SmartCities initiative to catalyze more than $500 million in private sector investments to pioneer innovative ways to improve people’s lives • Led a non-profit multi-stakeholder organization to harness consumer education as a tool for tackling what had previously been one of the more challenging policy issues on the Internet − online piracy He also:• Serves on the board of the Benton Institute for Broadband focused on ensuring everyone anywhere can benefit from digital opportunities • Serves on the board of Measures for Justice working to drive data-driven criminal justice transparency, accountability & reform • Is a Senior Advisor to EqualAI -- working to reduce bias in artificial intelligence systems• Is an emerging technology expert and currently runs his own innovation focused consulting practice

On innovation policy, he worked to help pass the Telecommunications Act of 1996, helped drive key Internet initiatives, advanced a reinvigorated national space strategy, and helped spearhead administration efforts to bridge the digital divide and connect every classroom to the Internet. Helped leed White House efforts in protecting consumer online privacy through a Privacy Bill of RIghts, protect children from online harms with a national summit, tackle online harassment and improve digital equity. As a result of efforts with NASA to make the International Space Station a reality, to reinvent and re-elevate our space program, Kohlenberger received NASA's Execptional Service Medal (an award also received by Buzz Aldrin and Neil Armstrong.)
