* Served as Village Administrator for a community of approximately 8500 residents with a general annual budget of approximately $7.0M. Wide-ranging municipal duties included day-to-day senior supervisory administrative HR responsibilities, long-term planning strategies, oversight of five Unions that encompass eight separate Departments, in addition to other non-bargaining support employee’s that total ~100 personnel. o Was responsible to the Mayor and four Board of Trustees; coordinated the activities of all Village Municipal Departments (Police, Fire & EMS, Water, Electric, DPW, Library, Codes Enforcement & Judicial, and Administrative) to ensure efficient, uninterrupted delivery of utility services to the residents. o Crafted and supervised an innovative Behavioral Interview hiring process that encompassed, pre-screening & background questioners, selection of top candidates, screening & interview scenarios culminating with quantifiable recommendations of new-hire candidates.

Responsible to brief and consult with senior military commanders and civilians on the Technical Intelligence (TECINT) systems and evaluate the measures of effectiveness. Maintains a close dialog and collaborates with CONUS based Engineers to resolve any outstanding hardware & software problems that may arise. Trains, coaches, and mentors “cleared” personnel on TECINT systems capabilities and provides liaison support facilitating two-way feedback between the CONUS based Program Office who developed these specialized packages and the military customers implementing usable technical capabilities of the system.

General duties included strategic planning & forecasting initiatives, scheduling & monitoring resources, and day-to-day operations of a small veteran-owned business.

JIEDDO-JET (Joint IED Defeat Organization-Joint Expeditionary Team) members provide relevant subject matter expertise in the support of specific JIEDDO technical, operational, and/or training initiatives focused primarily on the operational and strategic levels of war and the Joint/Coalition community. Mission specifics are to assist the Coalition Forces in Attacking the Networks, Training the Forces, and Defeating the Devises. While deployed OCONUS, JET members exploit relevant IED subject matter and investigate emerging IED threats and trends in order to assist partners and allies as well as prepare US Joint Forces for current and future operations.

 From 2009 through 2010, was selected to serve as Director of Operations (country-manager) for the Counter Insurgency (COIN) Advisory and Assistance Team (CAAT). The CAAT was an innovative team of 50+ military and civilian experts from the United States and its NATO allies who served as COIN advisors to the Commander of International Security and Assistance Forces (ISAF) in Afghanistan (COM ISAF General S. McChrystal). o This elite team was conceptualized, organized, equipped and sustained throughout my time in Afghanistan. Responsibilities included supervising all aspects of the scope of work, supervised Administrative HR and payroll/time-keeping functions, managed available labor, oversight of hiring process including recruiting, selection and interviewing potential personnel, projecting and managing individual deployments, forecasting costs and associated risks, answering to the contracting officer using monthly Project Management Earned Value matrix.

 From 2001 through 2005, was selected over a dozen other highly qualified Program Manager candidates by Bechtel Nevada to serve as the National Center for Combating Terrorism (NCCT) Program Manager. The NCCT was responsible for planning, construction, and delivery of complex multifaceted project sub-tasks. Responsibilities included: recruiting and selecting new personnel, oversight of payroll and timekeeping functions, ensured periodic reviews of (sub) contractor architectural plans & drawings. Ensured the success of project tasks using strict Program Management disciplines such as identifying Critical Path, measuring Earned Value, and ensuring successful delivery of the contractual Scope of Work (SOW) on-time and under-cost. The NCCT had an annual US Congressional funded budget of ~$25 Mil.

* Responsible for the efficient and cost effective 24-hour a day operation of the PFO division comprised of 125 armed unionized personnel and 30 armed non-union supervisors dedicated to protect Special Nuclear Material (SNM), sensitive equipment/documents and facilities from unauthorized personnel. * Proven track record of simultaneously managing the armed PFO at the NTS and NNSA/NSO operations located in North Las Vegas, Nevada.* Assured sufficient qualified labor was scheduled to meet routine and emergency needs. * Conducted management reviews, daily oversight, and annual evaluations of all assigned PFO personnel, scheduling requirements, identification of problem areas and implementation of corrective actions of all union (Step I) non-compliance issues. * Served as the primary conduit between the local, state and federal law enforcement agencies and the PFO.* Selected as key member of Collective Bargaining Agreement Negotiation Team.

* Provided first line supervision and evaluation of Special Assignment Specialist personnel assigned to the tactical response forces protecting Special Nuclear Material and classified documents. * Planned, developed, and executed a first of its kind DOE Weapons of Mass Destruction (WMD) Inter-Agency Preparedness exercise.* Conceptualized and drafted the DOE/NV Target Folder Format for protection of High Threat structures.* Supervised PF security assets during a series of nuclear Sub-critical Events vital to national interests.
