Provided technical, analytic and programmatic support to the Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy’s (EERE) Bioenergy Technologies Office (BETO), Advanced Manufacturing Office (AMO) and the Golden Field Office (GFO). For BETO, supported the planning and coordination of the 2017 BETO Peer Review Meeting held in Denver, CO in March 2017. Provided project management and stakeholder coordination for the Steering Committee, Peer Reviewers, Principal Investigators and DOE Technology Managers to prepare, select, present, evaluate and report on BETO-funded project accomplishments and impacts.For AMO, supported the development of analyses and reporting on the Energy Efficiency as a Resource Regional Reports, the Manufacturing Economic Reinvestment Calculator, the Utility Recruiting Matrix for the Superior Energy Performance (SEP) program, and the Manufacturing Industries Energy Intensity Rate of Change Analysis. For GFO’s Federal Employee Viewpoint Survey (FEVS), reviewed and analyzed the results and used the outcome to inform GFO leadership’s efforts in planning for and implementing changes to improve employee satisfaction and engagement.

As Director of the Renewable Energy Technologies, Mr. McVeigh managed the Renewable Energy Program Support team for the Department of Energy’s Office of Energy Efficiency and Renewable Energy’s Technology Offices, including the Solar Energy Technologies, Wind and Water Power Technologies, Geothermal Technologies, and Fuel Cell Technologies Offices, as well as the Renewable Energy Technical Services program, providing engineering, analysis, commissioning and system inspection, and other technical services support to the National Renewable Energy Laboratory, Sandia National Laboratories, Oak Ridge National Laboratories, and Department of Veteran Affairs. Mr. McVeigh was responsible for: staffing, including interviewing, hiring decisions, staff mentoring, professional development, and performance evaluations; task management, including initiation, planning, budgeting, financial monitoring, subcontracting, project execution, review and quality assurance, evaluation, and securing additional follow on work and tasks; providing leadership and support on proposal/pricing development for new business; grants and contract identification and capture activities; and managing client relations, communications, interactions and expectations on tasks and projects averaging $4-8 million in revenue per year. Additional duties included: performing energy modeling and analysis activities related to the market penetration, adoption and deployment of renewable energy and alternative transportation technologies; strategic planning and development of energy program mission, goals and vision documents; planning meetings and workshops to elicit public, private, and stakeholder interaction, communication and inputs; and developing reports and presentations to communicate the findings and results of projects and present these to clients, senior management, colleagues, stakeholders and/or the public.

Worked on and supported a variety of projects dealing with energy analysis, including renewable energy, energy efficiency, building energy and distributed energy technologies. I worked extensively with energy models and other tools, data collection, weighting and analysis, statistical analyses, and assessments of the impacts of R&D and incentives on market developmentResponsibilities included:• Developed a methodology for including technology development risk in DOE program’s assessment of the benefits and likelihood of success of R&D activities.• Reviewed and revised the long-term (LT) multipliers applied to wind technology in the National Energy Modeling System (NEMS).• Developed and administered a probabilistic scoring model for a private electric utility to aid in evaluating proposals submitted for a renewable energy development program.• Developed and implemented the methodology for the benefits metrics calculations for the U.S. Department of Agriculture’s Section 9006 Renewable Energy Systems and Energy Efficiency Improvements Program.• Worked as the lead analyst on the development of the Green Power Market Model, which is used to project market participation and additional capacity developments for green power technologies, with the projections becoming inputs into the NEMS.• Conducted research on the potential for biomass co-firing at coal-fired power plants in Maryland.• Conducted research on the renewable energy resource potential in the PJM at planned and existing facilities to meet the State of Maryland’s and other PJM states RPS programs.• Conducted a technology characterization assessment of natural gas-fired distributed energy resources technologies for the National Energy Technology Laboratory, and helped in the review and editing of NREL’s forthcoming report on Gas-fired Distributed Generation Technology Characterizations.

Supported efforts to research, quantify, analyze and report on the technological and cost improvements of renewable energy technologies. Responsibilities included: • Evaluated the relative successes of renewable energy technologies (biomass, wind, solar, and geothermal) in meeting past projections of technology penetration levels.• Prepared a report on this subject that was published in multiple journals and publications.
