Responsible for coordination of state and federal agencies regarding the development of multi-billion dollar solar power plants in California. Expertise in acquisition, permitting, and development of solar projects including siting, linear transmission planning, private and public land entitlements, NEPA/CEQA review, contract negotiations, managing consultant team, community and stakeholder outreach, budgets, and schedules. Experience coordinating multiple project approvals with cities, counties, state and federal entities including the California Energy Commission and the Bureau of Land Management.

Managed entitlements for over 2 million square feet of commercial space in multiple jurisdictions, including California Environmental Quality Act (CEQA) review and wetland related approvals. Led the application process and was awarded multiple grants from the State of California totaling over $13 million for a brownfield and Transit Oriented Development (TOD) project. Worked with elected officials, agency staff, community stakeholders, and consulting team to obtain project approvals in various jurisdictions. Coordinated with local, state, and federal agencies to identify programs for the remediation and development of a large infill project. Negotiated consultant bids, scopes of work, and contracts.

Oversaw entitlements and land development for various projects totaling over 2,000 residential units throughout the greater Sacramento area. Prepared proformas, evaluated market conditions, created and maintained project budgets, cash flows, schedules, CEQA review, and wetland permitting. Proven success with agency staff, elected officials, consultants, stakeholders, and land owners in gaining support for project approvals. Supervised all aspects of land development including civil design, approval, and construction while overseeing engineers, consultants, and contractors.

Responsible for acquisition, entitlements, and land development of multiple projects consisting of over 1,000 residential units throughout the Sacramento region. Identified properties for acquisition and negotiated with land owners for terms and conditions of purchase. Produced due diligence, project feasibility, and purchase and sale agreements. Coordinated project approval process with local and federal government agencies, elected officials, community stakeholders, and the Corps of Engineers. Maintained budgets, schedules, and compliance with contract documents. Led pre-engineering, pre-construction and joint utility meetings. Directed construction of site improvements including coordinating design and approval of construction documents.

Managed and completed land use planning projects while working with clients and multiple sub-consultants. Prepared comprehensive plans and facilities plans for local jurisdictions and the federal government. Conducted facilities planning efforts for two United States Air Force bases leading to specific recommendations for use of facility assets. Additional projects included the City of Lincoln General Plan, the City of Woodland General Plan, and the Lake County General Plan.

Responsible for planning, budgeting, and implementation of multiple company-wide projects. Worked with clients and sub-consultants, insured excellent service and product, and presented to clients and decision makers. Projects included park planning, Environmental Impact Report (EIR) preparation, and facilities assessments. Fulfilled role of network administrator and software troubleshooter, with expertise in Geographic Information Systems (GIS) and Computer Aided Design (CAD).

Prepared planning and environmental documents for California development projects. Duties included planning document preparation, GIS Technician, and web development. Coordinated with clients, prepared environmental documents, and presented to elected officials. Completed documents included the City of Grass Valley General Plan, the Placer Vineyards Specific Plan EIR, as well as numerous other planning and environmental documents.

Answered General Plan and Zoning related questions at the public counter, and collaborated with staff in the preparation of staff reports. Attended City Council, Planning Commission, and Architectural Review Commission meetings while working closely with planning staff.
