    My initial efforts focused on the set up of risk reviews for the field in the surface based assets of the country. As the Branch Chief, of the Risk Assessment Branch, this included policy development, training and the establishment of standard operating procedures for the program. I was tasked with operationalizing the risk assessments at selected transportation facilities outside of aviation area. The effort crossed many organizational paths both with in TSA and other organizations and Agencies in the US and state governments. Efforts switched to the credentialing focus on the Transportation Worker Identification Credential (TWIC) and specific focus on the biometric readers of the program as well as quality assurance of our prime contractor’s efforts in the field. I was selected as the project lead to set up a program for the testing of qualified readers so that the stakeholder community could make an informed decision if a specific reader would work using the TWIC card. I moved ahead to enlist third party national laboratories to train, accrediate and do the testing of vendors. Additionally, conducted outreach to the vendor community to encourage them to get involved with unit testing so that we would have readers on the list. We were able to set up the program with three labs and generate interest from over twenty vendors to conduct internal testing. It is expected that we will have over 15 readers qualified on the TWIC Qualified Technology List (QTL) by this fall.
