Mr. Orgill is a Sr. Consultant with Identification Technology Partners (IDTP). He is a Program Management Professional with experience in both government and private sectors. His recent government experience includes such activities as conducting physical and cyber security vulnerability assessments, producing sector security risk analysis plans and managing a technology program for biometrically-enabled smart card readers in the transportation security area. Mr. Orgill is well versed in client and stakeholder outreach with a strong management skill set. Prior to joining IDTP, Mr. Orgill held positions at the New Jersey Department of Homeland Security and the Transportation Security Administration (TSA) Office of Intelligence and Analysis. He is also a 1976 graduate of the U.S. Coast Guard Academy with nine years of active service in the Coast Guard where he was Commanding Officer of an offshore fast attack patrol boat and held positions of responsibility for port security at the Port of Houston, TX.

Conducted vulnerability assessments for fixed facilities in various counties as well as specific industry sectors based on the federal DHS taxonomy breakdown. • Initial focus was in the maritime port complex followed by review of other state wide modes of transportation • Analysis conducted included common vulnerability studies for like assets providing facility options for site consideration• Established critical document inventory and directory structure system for infrastructure bureau file retrieval

While maintaining my other duties my current focus is being the Project Manager on the TWIC technology refresh or NEXGEN Project. The effort includes review of physical security features as well as the insuring interface capabilities of the card with deployed smartcard readers deployed in the field. Efforts include improvement of current functional capabilities ranging from improved operational capabilities on the credential, to reduction in throughput time. Efforts will review options of additional biometrics capabilities beyond fingerprints, additional functional features for stakeholder use and security improvements now available through current technology improvements that were not available previously. With over two million credentials in the field our objective is to improve the card while maintaining backwards compatibility with current QTL qualified smartcard readers.

My initial efforts focused on the set up of risk reviews for the field in the surface based assets of the country. As the Branch Chief, of the Risk Assessment Branch, this included policy development, training and the establishment of standard operating procedures for the program. I was tasked with operationalizing the risk assessments at selected transportation facilities outside of aviation area. The effort crossed many organizational paths both with in TSA and other organizations and Agencies in the US and state governments. Efforts switched to the credentialing focus on the Transportation Worker Identification Credential (TWIC) and specific focus on the biometric readers of the program as well as quality assurance of our prime contractor’s efforts in the field. I was selected as the project lead to set up a program for the testing of qualified readers so that the stakeholder community could make an informed decision if a specific reader would work using the TWIC card. I moved ahead to enlist third party national laboratories to train, accrediate and do the testing of vendors. Additionally, conducted outreach to the vendor community to encourage them to get involved with unit testing so that we would have readers on the list. We were able to set up the program with three labs and generate interest from over twenty vendors to conduct internal testing. It is expected that we will have over 15 readers qualified on the TWIC Qualified Technology List (QTL) by this fall.

As the EDS Northeast Regional Program Manager I created a plan for the growth of a stagnant sales region recruiting channel resellers. With coaching and management direction I brought the region back to profitability. Efforts provided a turnaround of the region’s output, increasing sales throughput by 100%I negotiated and secured contracts for the reseller channel to follow the accepted practices of EDS. Additionally, I was flexible in my approach enough to address new business with four additional resellers with pre-set terms while providing special sales incentives to the corporations’ advantage.

1991- 2000 National Sales Manager Education Sales, IronCAD establishing student product and placement mechanism for placement of software. Placed over 3,000 mechanical design seats into major engineering universities, within industry record two year time period. Started NJ sales office and grew consulting, mechanical software and hardware revenues to over $3.0 million in sales in four years. Visionary Design Systems (VDS) grew significantly to join the fastest growing companies on the INC 500 list. VDS was later rebranded as Alventive.
