Deputized Task Force Supervisor for the Colorado Springs Police Department/United States Marshals Service Violent Offender Fugitive Task Force. Spearheaded new fugitive task force in partnership with the El Paso County Sheriff’s Office, United States Marshals Service, and Bureau of Alcohol, Tobacco and Firearms. Developed policy for newly formed task force and secured funding for vehicles, equipment and training. Currently lead and supervise six investigators employed by the Colorado Springs Police Department, El Paso County Sheriff’s Office, United States Marshals Service, and Bureau of Alcohol, Tobacco and Firearms towards the reduction of crime through the proactive pursuit of the region’s most violent and/or prolific fugitives; coordinate multi-jurisdictional investigations/apprehensions with other investigative/apprehension groups domestically and internationally; and coordinate/supervise tactical operations in support of investigations/apprehensions.

Led and supervised a squad of detectives responsible for the investigation of homicide, attempted homicide, cold case homicide, suspicious deaths, officer-involved shootings/police use of force, felony assault, kidnapping, child abduction, missing persons, extortion, and sensitive investigations. Led investigative team in 28 homicide investigations and six officer-involved shootings with a 90% or better clearance rate during my tenure with the unit. Coordinated multi-jurisdictional investigations with other investigative agencies domestically and internationally. Coordinated prosecutorial strategies with the District Attorney’s Office and the United States Attorney’s Office. Procedurally I led the initiative to bring accountability to the Cold Case Unit’s case management system; secured grant funding for phenotyping in three cold case homicides; presented the need for and was granted a second Cold Case Unit detective; led the initiative to create policy for BWC footage in the Investigations Division; managed the oversight of employees working to reduce Investigation Division holds on vehicles impounded at the police impound lot; spearheaded integrating Carfax for Police into CSPD; and proposed/led the integration of the Assault and Homicide Units.

Provided leadership and supervision to sworn and civilian personnel assigned to train police recruits during a 26-week basic recruit academy. Graduated 127 officers, or 18.5% of the sworn workforce. Coordinated and managed the development of training, logistics, and P.O.S.T. compliance towards sworn basic recruit academies. Participated as a member of the Colorado P.O.S.T. Curriculum Committee and made recommendations to the P.O.S.T. Board. Conducted research and made recommendations on best training practices. Proposed and implemented changes to the reality-based training program to include increased hours, phased progression training, and the adoption of metrics. Implemented changes to the recruit wellness program with an emphasis on functional fitness. Served as the department's Program Coordinator for the Police Training Officer program. Managed the department’s Veterans Affairs/Department of Labor Apprenticeship Program.

Deputized Group Supervisor for the United States Drug Enforcement Administration and Federal Bureau of Investigation. Lead and supervised nine investigators employed by the Colorado Springs Police Department, Drug Enforcement Administration, Federal Bureau of Investigation, Colorado State Patrol, Pueblo Police Department, and Pueblo County Sheriff’s Office towards the utilization of innovative investigative techniques and technological resources that target local, regional, national and international drug trafficking/money laundering organizations. Area of responsibility includes 23 counties in Southern Colorado. Supervised a number of complex conspiracy investigations using traditional and advanced techniques including wire intercepts. Coordinate multi-jurisdictional investigations with other investigative groups domestically and internationally, and coordinated/supervised tactical operations in support of investigations. Coordinated prosecutorial strategies with the District Attorney’s Office and the United States Attorney’s Office. Managed administrative responsibilities for each of the five listed agencies above. Proposed and led the transition of the FBI’s Safe Streets program into the DEA Southern Colorado Drug Task Force.

Provided leadership and supervision to a team of detectives assigned to a multi-agency co-located drug task force that was designed to investigate, control and prevent the illegal sale, possession or manufacturing of illicit drugs. Supervised in-depth investigations of localized drug trafficking organizations and gangs involved in drug trafficking and money laundering operations throughout El Paso and Teller Counties by conducting undercover operations. Supervised the investigation of clandestine methamphetamine laboratories. Supervised operations in conjunction with Federal partners to affect regional and national drug trafficking activities that have a direct impact on the 4th Judicial District of Colorado. Coordinate prosecutorial strategies with the District Attorney’s Office and the United States Attorney’s Office. Assisted with the development of VNI’s 40 hour undercover school. Instructed at the CSPD and EPSO police academies on drug symptomology and enforcement strategies, and the District Attorney’s Office on undercover operations.

Managed report accountability, staffing, internal investigations, training, Police Training Officer Program, narcotic tips and gas skip investigations. Maintained communication and worked in partnership with Federal, State and local agencies in the continued effort to maintain a positive impact on crime and disorder. Mentored recruits assigned to the Training Academy. Participated as a member of the Officer Memorial Committee. Program managed the Sand Creek Division’s Gang Unit responsible for the development and coordination of strategies to address pattern and gang crimes. Operationally supervised two extended term ADHOC task forces in conjunction with VNI, DEA, NPU, and ATF to combat gang violence. Program managed Sand Creek shift II’s contributions towards the division’s proactive efforts in the area of repeat offenders. Developed strategies with Colorado State Probation to address recidivism amongst probation clients. Operationally supervised the Pikes Peak Metro Gun Interdiction Task Force prior to the inception of a sergeant.

Assigned to a joint task force between the Bureau of Alcohol, Tobacco and Firearms, Colorado Springs Police Department, El Paso County Sheriff’s Office, and the Federal Bureau of Investigation. Conducted long-term multi-defendant complex investigations into criminal organizations involved in violating State and/or Federal narcotics and firearms statutes. Utilized numerous confidential informants in the course of investigations. Worked in an undercover capacity during controlled purchases of narcotics and/or firearms. Investigated and dismantled clandestine methamphetamine laboratories. Trained newly assigned task force detectives relevant policy and procedure, case management, undercover operations, preparation of search warrants, interviewing techniques, prosecutorial responsibilities, confidential informant management, and relevant State and Federal statutes. Assisted uniformed officers of the Colorado Springs Police Department as well as other regional police agencies in conducting firearm investigations. Coordinated prosecutorial strategies with the District Attorney’s Office and the United States Attorney’s Office. Instructed on the fundamentals of Firearm Interdiction Strategies, Civil Forfeiture, Informant Management, Complex Investigations and Strategic Case Management at the Fraternal Order of Police/BATF National Gang Conference, ATF National Civil Forfeiture Conferences, various Gang Schools, the Colorado Springs Police Department Training Academy and at the El Paso County Sheriff’s Office Training Academy. Responsibilities included the enforcement of state laws and city ordinances in the transit system of the City of Philadelphia. In addition the duties and responsibilities of a patrol officer, I conducted plain-cloths enforcement operations throughout the Philadelphia transit system, to include decoy operations. Graduated valedictorian from the Philadelphia Police Department Training Academy, Class 309A.

Delaware County, Pa

Program coordinator and supervisor of approximately 100 inmates sentenced to community service maintaining County facilities. Supervised the administration of weekend-sentenced inmates, to include internal investigations of alleged substance abuse. Researched and initiated the development of the institution’s Special Response Team for which I held the position of team leader.
