Charter member of the National Capital Region Incident Management Team. Certified by the Virginia Department of Emergency Management (VDEM) through the Interstate Incident Management Team Qualifications System (IIMTQS) as a Type 3 Incident Commander, Operations Section Chief and Planning Section Chief. Certified by the Emergency Management Institute as an instructor in the ICS Position Specific Training Program.As a member of the Training Committee, helped develop and administer major functional exercises in compliance with the Homeland Security Exercise and Evaluation Program (HSEEP). Contributed to the development of the team Policy and Procedures Manual and developed the team Resource Ordering Procedure.

Responsible for research, analysis, and development of complex national disaster response and training programs. Provided contract support to the Department of Homeland Security (DHS), and the Domestic Nuclear Detection Office (DNDO). Held a Department of Energy “Q” level security clearance.

Responsible for implementation of NIMS throughout county government. Work involved ensuring compliance with federal NIMS mandates, developing and maintaining documentation, coordinating and teaching NIMS courses and ensuring that all County plans and polices adhered to federal NIMS requirements. Developed project management plans to achieve NIMS compliance. Served on the Metropolitan Washington Council of Governments (COG) NIMS subcommittee and interfaced with the Exercise Training Oversight Panel (ETOP) to coordinate NIMS training throughout the region.

Provided fire, EMS, special operations service and incident command. Taught and managed training programs on hazardous materials, weapons of mass destruction, building construction, ICS and NIMS for firefighters and other government employees. Supervised one shift of fire and EMS units (34 stations, approximately 60 fire units, 30 EMS units, 450 personnel and 350 on duty positions); providing incident command, management, discipline, and budget oversight. Provided on-scene command of multiple alarm incidents, and city-wide Area Command from the Department’s Fire Operations Center.Served as the Special Operations Chief; responsible for coordinating, planning, training, and operation of the Department’s specialized technical units. Administered a grant for equipment. Commanded the Haz Mat Task Force during the 2001 terrorist attack. Represented the Department with the FBI, Secret Service, the DC and Federal Emergency Management Agencies, the Local Emergency Planning Commission, and several Council of Governments (COG) committees, including Haz Mat, Special Operations, Metrorail, and the Emergency Training Oversight Panel. Worked with city and federal agencies on numerous National Special Security Events. Chaired the Hazardous Materials & Weapons of Mass Destruction Subcommittee for the 2001 Presidential Inaugural, and wrote its plan for response to Haz Mat and WMD emergencies. Received letters of appreciation from the Fire Chief and the Secret Service. Administered the Department’s program to adopt COG’s regional ICS. Served as the Department’s liaison to the Washington Metropolitan Area Transit Authority. Co-developed, wrote, and edited the Metrorail Standard Operating Procedures Manual. Coordinated its adoption and managed the training program. Received the Fire Chiefs Administrative Excellence Award.
