Provided expert oversight of emergency response efforts, maritime domain awareness and all Coast Guard operations that include entire Atlantic Ocean, Gulf of Mexico and Persian Gulf. Provided advice to five district command centers, each responsible for carrying out all eleven Coast Guard statutory missions to include Law Enforcement, Search and Rescue, Ports, Waterways & Coastal Security and the maritime transportation system. Oversaw operations and allocation plans for 30 large ships, 50+ patrol boats, 80 aircraft, and 800 small boats. Coordinated operational execution oversight for units deployed to Africa, South America, Europe, the North Arabian Gulf, and the Arctic. One of four principle advisors to the Commander and Deputy on matters regarding current operations with DoD, Navy, FEMA and other government organization interaction. Oversaw annual budget of $1.5 M. Managed planning and policy requirements for Continuity of Operations (COOP) plan, led first ever transfer of command control to COOP site in St. Louis, MO for hurricane contingency. Supported FEMA, DoD, and international partners, planning Coast Guard involvement in over 10 national level and international exercises.

Expertly managed safety and supervision of 8 officers W-2 thru O-3 and 46 enlisted personnel E-2 thru E-7. Carried out highly efficient biannual servicing operations of 150+ AtoN worth over $30 M, highly effective Domestic Icebreaking and Law Enforcement missions. Maintained highest level of crew training, morale, and esprit de corps.

Port Au Prince, Haiti

Sr. Department of Homeland Security Representative and Coast Guard Liaison to the Ambassador, U.S. Embassy in Port-au-Prince, as the senior Department of Homeland Security Representative to country of Haiti. Directly represented Coast Guard as advisor to the Ambassador on all maritime matters. Ensured alignment between the embassy and Coast Guard missions in Haiti. Primary technical advisor to the Haitian Coast Guard. Directly responsible for oversight of missions concerns to include maritime homeland defense, counter narcotic operations, search and rescue operations, and alien migrant interdiction. Partnered with the Haitian Coast Guard and U.S. Drug Enforcement agency in regards to drug trafficking in and around the country. A trust advisor to and provided direct mission support to Haitian National Police in several law enforcement cases. Provided direct armed security for Deputy Chief of Mission on numerous occasions. Received highly coveted State Department’s Franklin Award for personal actions during the April 2008 riots.
