I review contractor submissions, including contractor’s Health and Safety Plans, groundwater and controlled materials handling procedures, groundwater treatment systems, erosion control measures, permit applications, and transport and disposal protocol. Other tasks include reviewing contract specifications, construction oversight, writing permit applications on behalf of the DOT, conducting waste characterization, and review laboratory data. Due to the seasonal nature of these projects, several occur simultaneously requiring my presence at different locations either weekly or in some cases daily. My involvement in most cases includes the initial contractor meetings, preliminary phase prior to construction activities, monthly project meetings, and field assessment during construction. Projects in which I was directly involved included the environmental oversight of a Brownfields site in Bridgeport and reconstruction of a park in Stamford. In Bridgeport I was responsible for tracking movement of controlled materials, installation oversight of environmental controls, including soil vapor extraction and radon systems, and the installation of a HDPE cap in environmentally sensitive areas. In Stamford, I supervised the capping of a former landfill, including excavation in hot zones, handling and disposal of controlled materials, and the installation of new decorative plantings, ball fields and stormwater systems. Planning and Implementing – As environmental scientist I conducted several Phase I and Phase II environmental site assessments. -

Sampling protocol included low-flow, low-stress sampling, surface water sampling on the Connecticut river and effluent sampling from the onsite waste water treatment facility. Addition quarterly groundwater assessment projects, smaller in nature than the Hartford Landfill, included gas stations, industrial sites and landfills. I performed routine maintenance and monitoring at two Connecticut NPL landfills Duties included maintenance of leachate collection pumps, flushing the leachate collection grid, and protecting the integrity of the cap and stormwater runoff system. At SMC I participated in several remediation pilot tests to determine the zone of influence for Soil Vapor Extraction and Air Sparging (SVE/AS) remediation systems.Planning and Implementing – As Project Manager for a corrective action of a former Transport, Storage and Disposal Facility (TSDF), I directed the initial investigation and corrective action measures assessment. I orchestrated the identification and investigation of the Solid Waste Management Units under Subpart G as well as identification of areas of concern under C.G.S. §22a-134. I also completed a well receptor survey of down gradient sensitive receptors within a 1,000-foot radius of the subject site. As environmental analyst for SMC I conducted several Phase I and Phase II site assessments. Typical of these assessments were two former hat-manufacturing facilities in Danbury.

Technical AnalysisAnalytical Consulting Technology Jan 1996 - Jan 2001As operations manager for a Connecticut public health certified laboratory, I supervised two field staff and directed the sampling of several quarterly monitoring projects. I was charged with the coordination of compliance monitoring for several public water supply systems and water pollution control facilities (WPCF). Sampling matrixes encountered during my tenure at the laboratory included waste water influent and effluent, pump station influent, sludge, soil, drinking water, storm water, mold, dust and lead based paint. In conjunction with a local contractor, I supervised the clearance sampling for all of their underground storage tank removals. In addition I was called upon to perform routine chemistry analysis, including total petroleum hydrocarbon, hexavalent chromium, chemical oxygen demand, biochemical oxygen demand, aquatic toxicity, total organic halides, semi-volatile organic extraction; both soil and water, and organic analysis using gas chromatography. Planning and Implementing - As operations manager I was directly involved in all aspects of post-remediation monitoring of a 200 year old, $130,000,000 Brownfields project. In association with the lab director, I prepared the initial bid documents, selected the subcontractors, and supervised a small group of temporary employees. I personally directed the installation of forty-eight monitoring wells working closely with the general contractor on an active construction site, identifying up to the minute as-built information prior to installation of each well. With four drilling teams and three field technicians the well network was completed on schedule in the ten days allocated. Once the wells were developed, which I handled personally, I was charged with the implementation of the long-term monitoring plan. The plan called for quarterly sampling of groundwater from forty-eight wells and ten surface water locations over a five-year period.
