Manager of US operations for this $50M specialty group (within $1.5B MWH Global) focused on delivery of environmental construction services to major US industrial and federal clients. Responsible for development and management of national network of project managers, construction superintendents, and environmental technicians. In addition to delivery of outstanding Safety Program results and BU’s annual revenue and profit objectives, responsible for all business development with MWH internal clients as well as new external clients. Responsible for strategic market analysis and identification and development of new service/client initiatives. Major federal focus on AFCEE, USACE, and US Fish and Wildlife Service. Industrial focus on produced water management services for oil and gas sector firms and mining industry. Construction projects for government clients included environmental as well as “clean” construction at overseas project locations.

As Operations Manager, responsible for the development and management of a multi-disciplined $20M environmental construction group within a four-state Rocky Mountain area. Responsible for the group’s strategic development and growth plans, day-to-day operations, group profit/loss, project planning, scheduling, cost estimating, staff management and utilization, contract negotiation and management, and project business development. Additional responsibilities included: senior member of MACTEC’s Guaranteed Fixed Price Remediation (GFPR) Business Initiative Group, and Federal Business Development Manager – Rocky Mountain Region.

Manager of Central (1997-2000) and Rocky Mountain Districts (2000-2001). Responsible for the management and direction of offices, projects, and business activities in the Commercial Engineering and Construction BU. Set strategic growth plans and direction for these profit centers. Managed day-to-day business activities of multiple offices within each District. Provided the financial, operational, and administrative oversight of environmental consulting and construction projects located throughout the Central and Western United States. Led business development functions including the development of opportunity capture strategy, scoping and pricing of projects, as well as sales activities and proposal development. As a profit-center manager, responsible for the operation and financial performance of the Districts, and the projects within each District. Federal business included the winning and management of two $200M+ multi-year national TERC contracts. Oversight included technical services, project management for both public and private client projects, client satisfaction, personnel management and recruitment, and business development. Districts included multiple permanent/project offices, approximately 120 in-office professional/support staff and over 250 seasonal craft labor personnel.

Managed the national business operations for the Environmental Engineering and Consulting Business Unit. Management of the Environmental BU included managing six regions with 56 offices with over 500 engineers and scientists, generating in excess of 65 percent of the company’s revenue. Responsible for BU’s national profit/loss, project backlog/performance, and overall operational management. Managed six regional managers and had ultimate accountability for all offices and respective staff. Oversaw business development functions including the scoping and pricing of projects, as well as sales activities and proposal development within the BU. As a profit-center manager, responsible for the day-to-day operation and financial performance of national operations, and associated projects. As a member of the Senior Management Team, provided strategic and tactical direction to global company operations. Provided guidance to company president on long-term strategic plan of BU and company. Positioned Environmental BU in support of parent company’s efforts towards divestiture of U.S. operations.

Manager of Omaha, NE and Des Moines, IA office locations. Responsible for office profit/loss, strategic planning, staff utilization, contract management; business development, and operations management of geotechnical/civil engineering, environmental/hazardous waste, and drilling/construction inspection services divisions within offices. Produced strategic development and growth plans for operations within Nebraska and Iowa. Managed day-to-day activities of both offices and office staff of approximately 100 individuals. As Environmental Division Manager, responsible for development of a multi-disciplined environmental consulting division to service two $20 million USACE – Omaha District contracts and built grass-roots organization by responding to customer needs. Managed overall business development activities in federal, state/local/ and commercial markets. Acted as Project Principal on USACE and DoD contracts and their associated projects.

As the National Director of the Industrial and Hazardous Waste Business Unit, Mr. Bowley was responsible for development and direction of national, regional, and local business development programs, as well as technical resource needs identification, and recruitment of key senior technical staff. Provided strategic vision and direction for national environmental program. Provided oversight of business class performance in terms of fees booked, BU profit/loss, and business development costs. Earlier positions were responsible for the creation and implementation of the business development program for the central US, program management of two multi-million dollar USEPA ARCS contracts, program and project management of multiple USACE – Omaha District and Kansas City District contracts and projects, and completion of work assignments as the project manager/project engineer on numerous industrial and hazardous waste projects for clients across the U.S.
