Serves as the Chief of Naval Operations program analyst for numerous high visibility US Navy programs valued at over $9 billion annually. This portfolio includes resourcing for the operations, sustainment, and protection of 70 World-Wide Navy Installations, operational resourcing for the 19,000 member Navy Expeditionary Combat Enterprise (NECE), and management oversight of the Navy’s Installation and Operational Energy and Environmental programs. Specific shore programs include Military Construction (MILCON); Facility Sustainment, Restoration and Modernization (FSRM); Family Housing; Base Realignment and Closure (BRAC); Base Operating Support (BOS); Environmental Compliance and Restoration; and all Navy Shore and Operational Energy Programs.Develops and defends Shore and Expeditionary investment programs for Presidential Budget submissions utilizing comprehensive data-driven analytics, portfolio performance evaluation, and budget execution review, resulting in balanced, realistic, and executable funding levels for force structure, operations, FSRM, MILCON, and BOS investments.Maintains pivotal executive-level communication and coordination between funding sponsor agencies and their supported Fleet Commanders to reconcile significantly different program resourcing proposals into an integrated force structure that best supports wartime contingency plans and globally straining Fleet presence requirements.

Led a workforce of 240 personnel to provide facilities maintenance, construction contracting, engineering, planning, support services, environmental compliance, and utility operations covering 28,000 acres. Managed a $215 million annual operations and maintenance budget with responsibility for 1,600 buildings totaling over 9.5 million square feet. Facility inventory included administration, dormitories, sports complexes, cafeterias, training, sensitive research labs, power generation, and water purification with a property plant value in excess of $4.9 billion.

Led a Naval Mobile Construction Battalion comprised of 30 Civil Engineer Corps Officers and 570 enlisted personnel. Charged with all construction planning and execution to include embarkation, logistics, and construction management across multiple continents/countries. Peace-time Operations included humanitarian assistance, disaster recovery missions, and civic action projects in 20 countries across three continents. Combat operations included base construction in Afghanistan, Base Operation and closure missions in Iraq and Afghanistan, and embarkation/logistic missions to and from Iraq and Afghanistan.

DIrected all efforts for classified engineering support to the President of the United States. Led a complex and comprehensive team of joint military, government, and contract engineers in direct support to the President and his executive staff.
