Coordinates the Office of Economic Impact and Diversity’s major programs and activities, and provides leadership and direction on the behalf of the Director. Formulates future budget requirements, manages current year budgets, including allocation of resources, development of spending plans, and monitoring of commitments, obligations, and costing. Plans and coordinates mission responsibilities, and addresses issues related to managerial, policy, program development, and program execution activities. Leads execution planning, policy development, and direction related to implementing programs and the resolution of cross-cutting issues and concerns related to the Department of Energy, Congress and the White House concerns that have the potential to impact mission accomplishment. Managed the Minority Educational Institutions Student Partnership Program supporting DOE internships.

Led a staff of 32 personnel in multiple aspects of property management to provide a safe, enjoyable community for the residents of 620 condominium units if two 14-story high-rise buildings. Managed front desk operations, valet parking, two package/mail rooms, in-unit and common elements maintenance and upkeep, swimming pool, and all human resource actions associated with managing the staff, to include healthcare and life insurance, retirement accounts, interviewing and hiring, disciplinary actions, employee recognition, equal opportunity, education and training. Led administrative office ensuring effective, efficient management of the property. Developed and managed an annual $7 million operating budget, briefing the Board of Directors Treasurer weekly on all financials including income statements, balance sheets, expense reports, payables, and investment report. Managed several multi-year, multi-million dollar projects on the property. - Solicited a new investment platform for a defunct 401(k) program. Increased employee participation in the retirement plan from 25% to 100%.- Drafted resolution language for the Board of Directors to provide a healthcare program that was compliant with the Affordable Care Act. Reduced overall premiums by 20% without degrading the coverage or increasing employee out of pocket expenses.- Managed over 30 contracted services on the property, to include housekeeping, landscaping, utilities, IT and communications, and security. Drafted Requests for Proposals, Statements of Work, Bid Solicitations, and contract language, as well as Board package language to ensureinformed decisions on contract award.

Lead & manage 554 personnel in executing the daily operation of the largest aerial port in the DoD. Direct the safe & expeditious cargo up/off-loading, passenger transport & fleet servicing of over 5,000 aircraft annually. Oversee seven large-scale facilities valued in excess of $135 million, collectively containing Mechanized Material Handling Systems valued at over $20 million. - Championed “precision loading” initiative to maximize pallet & aircraft utilization, enabling over 1,000 additional tons of cargo be loaded on booked missions, thus reducing the need of over 200 aircraft. These aircraft were able to be better utilized in the flying schedule, resulting in a cost avoidance of over $200 million. - Led cargo yard traffic plan, visual management & forklift operations rapid improvement events, established random safety checks & task evaluations, ultimately reducing safety incidents & vehicle accidents by 80%. - Implemented lean initiative on priority cargo processing, slashing port hold time from an average of 400 hours to 72 hours, thus reducing the inventory awaiting shipment by 85%. - Good steward of government funds! Led 62 military/local national personnel providing deployment planning & reception services to forces transiting the Joint Mobility Processing Center (JMPC) at European Command’s (EUCOM) largest airlift hub. Exercised direct supervision over 90 subordinate personnel. Accountable for a $400,000 annual operating budget.
