CurrentProject: Metro Manila Subway Project (MMSP) - Phase 11. Manages the execution of the Contract Agreement and supervises both the Engineer and the Contractor throughout the entire process, from the design phase to the on-site execution.2. Supervises the technical team assigned to and responsible for the implementation of Contract Package, acts as the team leader, reviews, and provides approval for reports, endorses recommendations, and oversee administrative correspondence and functions; 3. Coordination with and management of technical input (i.e., Engineering plans with comments) from Contract/Work Package Managers & Technical Specialists and O&M. 4. Spearheads meetings and coordination with stakeholders and other government entities, involved in the project, in understanding data requirements and provides necessary information and reports for planning and decision-making;5. Prepares letters and memoranda and submits reports to the Project Manager and the Undersecretary for Railways;6. Facilitates and manages provision of technical support to interface units i.e., Civil Works, Environmental Safeguards, Right-of-Way Acquisition, Utilities Relocation to ensure timely handover of Site to Contractor;7. Represents the Project Management Office - End User as a member of the Technical Working Group assigned for the procurement of Civil Works Contract Package, and performs the following duties: 7.1. Preparation of the Bidding Documents, ensuring that the same properly reflects the requirements of the Procuring Entity and that these conform to the standards set forth by JICA's Guidelines for Procurement under Japanese ODA Loans. 7.2. Evaluates Technical and Financial Bids in accordance with the criteria set forth in the Tender Documents and prepare the accompanying reports for the BAC's consideration and approval.7.3. Assists the BAC in preparing the resolution recommending award, with regard to the technical aspect, if necessary.
