The Office of the Director of National Intelligence orchestrates and integrates intelligence across 18 U.S. intelligence agencies, delivering comprehensive analysis for national security decision-making. The National Security Council is an office of The White House that advises the President on matters related to national security and foreign policy. As required by Executive Order, I wrote a report to the President on Modernizing and Making Partnerships More Effective. I further developed and managed a 25 member Interagency Policy Committee (IPC) to advance the President's agenda on national security issues through partnerships across the Federal Government. I led the IPC's creation of new guidance on Co-Creation and Partnerships, the development of a Toolkit for Partnerships, an Addendum to the White Guide on Building Partnerships, and advocated for the development of a new partnership job series within the Federal Government.Successfully advocated for the creation of new partnership offices at the National Science Foundation, U.S. Department of Health and the U.S. Department of Education. I successfully advocated for private sector engagement to be embedded in the Administration's National Security Strategy and policies on water, the Arctic, development, and the implementation of the Global Fragility Act. Supported policy and strategy development on partnerships and engagement at federal agencies. These partnerships involve academia, private sector, civil society, and philanthropy.Developed the Administration’s outreach to academic institutions, businesses, civil society, and think tanks for the National Security Strategy, G7, G20, the President’s Summit for Democracy, Arctic, food security and water policies.I led the interagency coordination on private sector and philanthropic engagement on the immediate and longer term needs of the Afghan allies as they were resettled in the United States. I coordinated with the Operation Allies Welcome team at the Department of Defense, the U.S. Department of State and the Department of Homeland Security to provide shelter and immediate needs to the Afghans as they were settled on the U.S. bases.

I provided the Department's leadership in developing cross-sector partnerships, utilizing design-thinking practices, and the pioneered the use of the co-creation process at the Department. Director for The White House initiative to develop the capacity of the U.S. Government Departments and Agencies to partner with the private sector, foundations and civil society.Led the development of an inter-agency Building Partnerships Best Practices Guide that is now widely used across government to inform partnership policy and practices.Managed an inter-agency policy committee of 23 Federal Government agencies working on public-private partnerships.

Building strategic partnerships with foundations, NGOs, companies and private citizens to create, enhance and expand U.S. diplomacy and development objectives.Specialties include: philanthropy, partnerships, strategic communications, outreach, development, coalition building, grassroots advocacy. Built the Secretary’s Office of Global Partnerships from 5 staff to over 20 professionals working on partnerships. Developed annual staffing plans, project plans and managed the office budget.  Developed and presented training for State Department staff on public-private partnerships. Oversaw the development of a toolkit for partnership development. Provided oversight for the development of the U.S. Department of State’s Policy Guidelines and Legal Framework for Partnerships. Created and directly produced the first ever government hosted TED Conference.  Developed and provided technical assistance to State partnerships on water, Diaspora, food security, and programming on the Secretary’s Global Equality Fund. Represented the Department at international conferences and events. Interfaced directly with senior governmental, industrial and foundation contacts to develop collaborative partnerships and initiatives. Managed portfolio for food and water security, and LGBT human rights. Provided oversight and direction on flagship partnerships including: Diaspora Engagement; Impact Investing; Partners for a New Beginning and; the Global Alliance for Clean Cookstoves. Mentored, led and reviewed efforts for junior and peer partnership staff.  Worked directly with industry partners such as Microsoft, General Mills, P&G and others to build partnerships on national strategic priorities. Acted as the Secretary’s Special Representative for Global Partnerships in his absence.

Served as Deputy Director and Acting Director for USAID's Global Development Alliance (www.usaid.gov/gda). Led and managed USAID’s Global Development Alliance (GDA) – a premier U.S. Government partnership unit.  Revamped USAID’s partnership training to be a participant focused and hands on training.  Managed a $10M programming budget that catalyzed partnerships around the world.  Managed and produced the GDA Alliance of the Year Award ceremonies. Partnered with Starbucks, Cisco Systems, Microsoft, Intel Corporation, Seaboard and many others to advance U.S. development goals overseas. Provided strategy and technical assistance to USAID Missions to increase organizational return on investment through the effective adoption of partnership solutions. Analyzed and developed marketing and positioning strategies for a variety of development sectors.

 Managed the commodities procurement team for the Office of Food for Peace. Evaluated and negotiated complex food assistance agreements with the World Food Program and many non-governmental organizations. Analyzed project budget proposals for total lifecycle food assistance programming.  Deployed to Guatemala for the Hurricane Mitch emergency assistance response. Flew in on the first food aid flight into Guatemala and coordinated with the NGO community for a comprehensive response. Directly responsible for the rewrite of the Monetization Field Manual for food assistance.  Developed and conducted monetization training for USAID and NGO staff. Represented the U.S. Government at the Executive Board meetings of the World Food Program.  Developed the U.S. Government position papers for interventions at the World Food

 Issued a warrant for awarding grants and contracts. Developed procurement instruments to meet the needs of USAID’s Global Health Bureau and the Europe and Eurasia Bureau. Worked directly with technical staff to develop new programs ensuring procurement competitiveness.  Conducted bidder’s conferences for complex development programs. Conducted USAID’s first oral presentations for proposals on a global breast feeding initiative.  Developed and negotiated the Ukraine breast cancer assistance solicitation. Provided debriefing meetings for numerous unsuccessful bidders. Provided 4 week short-term on the ground technical assistance to USAID/Gaborone to support Southern Africa programs.

Managed the sale of natural gas, crude oil and other liquid products from the U.S. Naval Petroleum Reserves in California, Wyoming and Colorado.
