At Jacobs I lead and manage projects for federal agencies, work that includes strategic planning, feasibility studies, project justification, and other facilities life-cycle tasks. Focus areas include critical facilities and infrastructure program development and emerging technology applications such as drone-based LIDAR assessments and Building Information Modeling (BIM). Highlights:• Led the development of a federal agency's strategic facilities master plan covering multiple installations. The plan comprehensively addresses real estate and critical facilities needs for replacement, renewal, and recapitalization over a 20-year timeframe. Resulted in a muti-year, 9-figure construction program.• Managing three installation-level facilities master plans to implement the strategic facilities master plan. Each of these plans comprises strategic development of critical facilities and infrastructure, as well as a 20-year program of new capital projects, renovations, and deferred maintenance efforts. Also included for each installation is an installation energy plan.• Managed a federal agency’s capital-area strategic space plan to forecast office and warehouse needs. Coordinated acquisition proposal to acquire and construct a new building and developed a plan to consolidate several operating divisions out of leased space.

Beginning in 2016, I started Hawksbill Brewing Company, LLC, a 5-barrel taproom brewery located in downtown Luray, VA. The brewery opened in May 2017, and there is a Facebook page, Instagram account, and Twitter handle @hawksbillbrew. The operation included a one-acre hopyard (now idle) that produced Cascade hops for Hawksbill Brewing, Stone Brewing in Richmond, and five other Virginia breweries. My passion for beer and brewing began during my USAF enlistment, when I first encountered Czech pilsners, Budvar and Urquel, and German lagers and ales. My first offer letter after undergrad was to work at a macro-brewery, but I chose another path. After all those years, I’ve finally been able to pursue something I’m passionate about, craft brewing. Maintained a personal blog, “Hawksbill Cabin” – focused on experience living in a small community in the Shenandoah Valley of Virginia, which had more than 300,000 page views.For the National Facilities Management and Technology (NFMT) conference in Baltimore, Las Vegas, and Orlando from 2007 until 2019, I presented on topics such as “Strategic Facilities Planning: Building a Better Business Case,” “The New Leader’s Guide to a High-Performing Facilities Organization,” and “Case Studies in Asset Prioritization,” featuring innovation in facilities management technology and property analytics.For the Society of American Military Engineers (SAME), I presented at the Joint Engineer Training Conference (JETC) and led conference curriculum development for the annual Facility Management Workshop from 2015-2021. My professional articles include a 2-part article entitled "A Maturity Model for In-house Real Estate Organizations," and "Enhanced Use Leasing in BRAC 2005," which was published in Thomson/Reuters Publications' Real Estate Review in 2008-2009.

At Markon, my focus was program and project management for clients' real estate and facilities organizations. I also supported corporate functions, such as business development, contract oversight, and development of functional solutions. Project highlights: • Senior owner’s representative leading a 16-member PMO redeveloping a 40-acre, 870K SF federal campus in Bethesda, MD. Managed two design-build contractors, coordinated funding for a 9-figure program budget, and reported progress to owner. Managed relationships with local government, community stakeholders, and regulatory agencies. Oversaw specialty contractors, IT/security, and furniture integrators.• Project manager at a 1.6M GSF federal facility, led a dozen projects, advised on a major HVAC/mechanical infrastructure renewal program, and performed adjunct roles on Data Center Management Team and Space Management Working Group.• Managed three transformation initiatives for a federal headquarters organization: an 1,800-seat corporate re-stack, starting a corporate space planning and management board, and re-engineering project management and operations and maintenance processes.• Strategist for a Treasury Bureau Real Estate Plan: analyzed national portfolio and recommended reduction/consolidation; developed change management plan guidance; and recommended an information management solution to improve management and oversight.

I co-taught the APRL 678 - Building Operations and Maintenance course during the spring terms in 2015 and 2016. The course was part of the School of Architecture and Planning's graduate certificate program in facilities management. My colleague and I developed the course curriculum and lectures from scratch using guidelines from professional associations and drawing from our professional experience.

Managed and delivered capital facilities planning engagements for federal clients, including large-scale task orders featuring asset management, data center recapitalization, funding profile development, and life cycle cost analysis. My work assignments included program management with the Army and Marines and strategic pursuits with DOD and Intelligence Community clients. Highlights: • Program Manager, US Army and US Marine Corps feasibility studies: Developed business cases on six major construction projects valued at between $750K to $7.5M. Analysis included market studies, preliminary design, facility analysis, construction cost estimates, and payback and ROI analysis. • Led a federal agency’s Recap or Rebuild Study, developing a $650 million capital infrastructure improvement plan, addressing requirements for 1.4-million square feet of space, with more than 10% of space operating as data centers.• As a predecessor to the Recap or Rebuild Study, developed a database of 200 capital infrastructure improvement projects valued at $650 million and championed the first formal condition assessment effort for this 1.4 million SF critical facility.• Pursuit/Capture of Air Force Utilities Privatization Contract: Lead proposal development and business capture for this 18-month contract with high strategic value to AECOM, as it represented the initial collaboration between two newly merged operating companies.

Delivered DOD and DHS real estate and facilities capital asset management planning projects in a time of strategic transition at the firm. I developed and delivered innovative approaches to asset inventory, valuation and condition assessment; capital asset development, renewal and costing; and performance assessment, management, benchmarking and improvement. Performance highlights included leading teams of up to 25 professionals and revenues approaching $10 million annually; growing a new business that expanded from three full time equivalents in 2006 to nine in 2007, and capture of a 5-year, $55 million FEMA contract. • DHS Real Property Initiative Support: Supported two divisions in their efforts to integrate and improve real estate and facilities management practices by preparing strategic asset management plans and three-year implementation plans.• Southern California Edison Long Range Facilities Plan: Drawing from a complete package of facility assessment data, advised on long-term strategic management and capital improvement planning for a 160-building portfolio while addressing near-term needs; supported rate justification submissions, and prepared an integrated schedule for a 4,000 employee, 36 month corporate restack at Rosemead and other campuses. • Army Child and Youth Services Economic and Business Forecasting: Led a four-person team on a multi-year engagement supporting the client’s funding program initiatives. • Contributed to larger scale, firm-wide marketing efforts at multiple DHS organizations and represented the Economics practice on the firm's BRAC 2005 capture team. Frequent writer and volume lead on 9-figure federal proposals with DOD and DHS.

Seeing an opportunity to become a program manager under contract to Department of Transportation organizations, I formed a veteran-owned small business focused on strategic consulting engagements. • Economic Impacts in the Dulles Toll Road Corridor: Completed a three-month study for Wilbur Smith Associates; results supported successful $800 million bond offering. • DOT Volpe Center Strategic Plan: Benchmarked management approaches at similar US Government research organizations to recommend facilities operations improvements. Designed an organizational structure and developed personnel requisitions for key hires, prepared decision documents to support Department Secretary’s analysis and approval. Developed a five-year facilities operation plan to reduce overhead costs by $10 million annually.• National Transportation Safety Board (NTSB) Academy Business Plan: Developed a five-year business plan for the NTSB Academy institution, proposed curriculum programs to expand institutional reach, and analysed potential alternative uses of building to improve facility utilization.• USPS Supply Chain Management IDIQ Capture: Won 36-month Postal Service IDIQ to support supply chain initiatives. Other awardees included Booz Allen, IBM, and Deloitte. Linden Street competed for and won two task orders.

Led a 12-pers on asset management and real estate/facilities management consulting practice at Jacobs (NYSE: J), a leading professional services firm. The organization was also known as Sverdrup Facilities, Jacobs Facilities, and Jacobs Consultancy as it grew through M&A. Contributed major technical sections on high-value proposals ranging up to $150 million with agencies including the IRS, FAA, and US Army.• Maricopa County, Arizona Facilities Management Department Strategic Operations Plan: Prepared the business plan to guide the merger of this Arizona-based client’s Capital Facilities Development Department and Facilities Management Department, creating a 650-person organization.• National Institutes of Health Construction Alternatives Financial Analysis: Analyzed the cost impacts of alternative delivery schedules for laboratory construction projects.• Organizational Assessment and Process Documentation, Gwinnett County Department of Public Works: Supported the organization’s growth to $200 million in annual construction projects by developing an implementation plan for a project management office concept.• Capital Investment Prioritization, Federal Aviation Administration: Building from a completed set of facility condition data for a 22 facility en route air traffic control portfolio, developed the strategic plan to guide completion of an 80-project, national program. Individual projects were valued from $2 to $15 million.• Multiple Facilities and Real Estate Projects, Internal Revenue Service: Managed consulting teams completing operations and economics analysis projects for the IRS Real Estate and Facilities Management Division, a 1,000 employee operation managing facilities in all 50 states, the US territories, and overseas.

During transition from LA to DC, completed strategy and operations projects, emphasizing procurement, distribution, and information technology issues. Highlights:--Financial Performance Audit, DynCorp: Reconciled contract funding and obligations, improved operational and financial management for Department of Justice and FCC programs valued at $20-million. --Financial Modeling/Cost Proposal Development, Labat Anderson, Inc.: Analyzed personnel costs and cash flows to model performance risk on successful $30-million bid for privatizing a DOD warehouse operation.--Russian Distribution Channel Assessment, 3Com Corporation: Analyzed marketing channels to strategize combating the effects of cross-channel competition, gray markets, and pricing on interface card sales.--Interim Controller, CSW, Inc.: Prepared preliminary annual financial statements with DELTEK software. Developed contracts with the Department of Health and Human Services and US Patent and Trademark Office.

Responsible for contract pricing and administration for the company and its subsidiaries, which provided economic development consulting to the US Government, World Bank, Asian Development Bank, and other clients. Significant initiatives completed included a corporate cost structure realignment, development/implementation of a Lotus Notes based subcontractor monitoring system, on-site negotiations in Ukraine and Kazakhstan, and acquisition and merger integration support.

Held various positions with US Government contractors, including Dual Incorporated and Horizons Technology, Inc.

Served as a USAF Russian Linguist. After training in Monterey, California, and San Angelo, Texas, was stationed in Berlin, Germany.
