Overview: Senior Policy Analyst on Puerto Rico for DC-based think tank Center on Budget and Policy Priorities (CBPP). First and foremost, I am tasked with conducting research and working closely with key stakeholders to play an analytic and strategic role in informing and shaping federal policy on Puerto Rico. The work is grounded on CBPP's foundational goal of reducing poverty and expanding opportunity for everyone in the United States. • Produce public analyses and private guidance to policymakers and other key stakeholders on a range of federal issues directly relevant to Puerto Rico, including particularly Medicaid and other health programs, nutrition assistance, refundable tax credits, Social Security, appropriations, and fiscal and restructuring affairs, among others. • Produce quick-turnaround pieces on various issues before Congress that could substantially impact Puerto Rico. • Develop deeper-dive reports analyzing shortcomings and inadequate nature of current federal policies towards Puerto Rico, and options for reform. • Connect to organizing and advocacy groups representing the Puerto Rico Diaspora, and participate in strategic conversations to put forward consistent and compelling policy recommendations on Puerto Rico.

Detailee serving as a Senior Policy Advisor on Puerto Rico for U.S. Commerce Deputy Secretary Don Graves in his presidentially-appointed role as Economic Growth Coordinator for Puerto Rico. During this 8-month assignment (executed via the Intergovernmental Personnel Act Mobility Program), I helped steer the policy design and overall coordination of the White House Puerto Rico Economic Dialogue, a joint effort between the federal government and the Puerto Rico government to effectively implement federal resources and shared policy goals. The Dialogue included cabinet members from relevant federal and Puerto Rico government agencies and was centered on an achievable set of economic development objectives. The Dialogue's design and operation entailed daily meetings and correspondence with members of the White House Domestic Policy Council and delegates from 17 federal agencies. The assignment also required the preparation of memos, communications, and other materials for Deputy Secretary Graves, including content that was used to directly inform Senior Advisors to the President. Additionally, I provided support with the planning and execution of multiple Puerto Rico visits for Deputy Secretary Graves and other senior officials from the Commerce Department.

Amnesty International is the world’s largest human rights organization. • Co-producer of Amnistía Internacional 740, a weekly radio show airing on Boricua 740. Tasks included the coordination of all guests as well as writing/editing the scripts used by the radio show hosts. • Co-author of the Zero Evictions Map: a map geared towards documenting and pinpointing distressed communities in danger of being illicitly evicted. Overview: Spanish Professor at Virtual Educational Resources Network (VERNET), one of Puerto Rico’s leading companies in interactive educational programs, certified by the Puerto Rico Department of Education. • Work consisted of providing specialized Spanish tutoring sessions at Gabriela Mistral High School. The tutoring program was part of VERNET’s Supplementary Educational Services (SES) and was certified by the US Department of Education. It also complied with the No Child Left Behind Act. • Tutoring sessions were 60 minutes long; students ranged from 9th to 11th grade.
