Detailee serving as a Senior Policy Advisor on Puerto Rico for U.S. Commerce Deputy Secretary Don Graves in his presidentially-appointed role as Economic Growth Coordinator for Puerto Rico. During this 8-month assignment (executed via the Intergovernmental Personnel Act Mobility Program), I helped steer the policy design and overall coordination of the White House Puerto Rico Economic Dialogue, a joint effort between the federal government and the Puerto Rico government to effectively implement federal resources and shared policy goals. The Dialogue included cabinet members from relevant federal and Puerto Rico government agencies and was centered on an achievable set of economic development objectives. The Dialogue's design and operation entailed daily meetings and correspondence with members of the White House Domestic Policy Council and delegates from 17 federal agencies. The assignment also required the preparation of memos, communications, and other materials for Deputy Secretary Graves, including content that was used to directly inform Senior Advisors to the President. Additionally, I provided support with the planning and execution of multiple Puerto Rico visits for Deputy Secretary Graves and other senior officials from the Commerce Department.
