• Lead and implemented strategy to modernize the institution at a national level, including information technologies, alignment strategic goals, and improving its internal process.• In 6 years increased annual budget from MMUSD 3.5 to MMUSD 12.3, enabled a workforce growth from 183 to 452, obtained ISO certification, and opened seven new offices across the country.• Developed the Strategic Enforcement Center, the only Network Operating Center (NOC) in Chile capable of interoperating with any transportation institution by leading an interdisciplinary team to manage stakeholder requirements and expectations in the political, public and private sector, I successfully faced the most challenging public policy project implemented in Santiago. ”The Transantiago” intended to re-draw the entire network of transportation services and incorporate a modern industry structure for a six million inhabitant’s city.

For the development of this model the competitors were analyzed at the international level. At the same time, they made projections for worldwide demand for each country and geographic locations, based on estimated growth rates and the impact of local competition.This predictive model has been used in the last 7 years so the company can project strategic positions in terms of production, prices policies and competitive positioning, in relation to another competitors and local market growth variables in the most important geographical areas in the world. In addition, they have analyzed investment projects, capacity increase or joint ventures with others in the industry.

• Worked in different projects in telecommunication industry (mobile, rural, and fixed phones) analyzing total and marginal costs, using Long-Run Average Incremental Cost (LRIC) model to determine the price paid by competitors for services provided by an operator with significant market power.• Participated in an IDB international project in São Paulo (Brazil), analyzing cost structure, projecting demand, calculating investments, benchmarking companies, and establishing efficient tariffs for a local sanitary service company (25 millions of consumers).
