As Project Manager for Contract International Inc. Developed and implemented effective management in several areas including a Management Plan, Security Plan, Service Plan, Quality Management Plan, Safety Plan, Parts Management Plan, Training and Recruitment Plan, Spill Prevention Control & Countermeasures Plan, Integrated Pest Control Plan, Fire Prevention & Protection Plan, Emergency, Disaster, Hostile Action, and Severe Weather Plan, Site Specific Environmental Protection Plans, Site Specific Water & Waste Water Testing Plans, etc. in the austere environment of Afghanistan.Put into operation for the first time in Afghanistan for the ANSF a Computerized Maintenance Management Systems (CMMS) operated and maintained the Government-furnished CMMS software package.

Operations and MaintenanceDuties as the O&M Site Manager for the Joint Regional Afghan National Security Force Compound (JRAC).This site has the Afghanistan National Border Police (ABP), Afghanistan National Uniform Police Units (AUP), Afghanistan National Civil Order Police (ANCOP), Regional Logistics Center Uniform Police Regional Headquarters (RLC), Ministry of Interior (MOI) Regional Administration Building, and the Command/Control Center Region South (OCCR-South).I provided Operations and Maintenance (O&M) services which will include all management, technical workers, and any other resources necessary to perform the required services for Joint Regional ANCOP Center (JRAC) facilities located in Kandahar, Afghanistan.In the performance of my job I ensured that all O&M facilities, equipment, systems, utility plants, and other JRAC property associated with building utility system are run as trouble-free as possible for the operations conducted at JRAC. In general I provided work clearance permits plus utility location services for any ongoing construction; scheduled maintenance; unscheduled maintenance; the repair; replacement and renovation of facility systems and equipment; minor pest management; equipment inventories; condition assessments; identification and or validation of problems: and deficiencies: preparation of work plans describing method of correction or repair; actual execution of work plan to repair failed or failing facility systems and equipment; run a maintenance management system; and many other activities associated with operation, maintenance, and repair. I ensured my men repair or maintained equipment to factory standards and shall perform their duties in a professional manner.

Duties:- Responsible for construction project planning; coordinate logistical support, coordinate with outside agencies, review/develop bills of material, & develop tables of organization and equipment for projects.- Responsible for bridging and all engineer operation and administration; review, authorize and prioritize work requests, -Supervise maintenance and repair of the bridge assets, heavy equipment assets, motor transportation assets, kits and tool sets. Conduct quality control.- Responsible for the development for 10 MOS within the company; supervise and assist development of Individual Training Standards enhancement training and company Mission Essential Task List training.- Provide oversight to the commander in the coordination of all MOS school quotas.Summery: Served as the Bridge Company Commander for (3.5) months I supervised the planning, coordination and execution of joint training exercise involving (400) Marines from (4) units. Supervised the retrograde of (50) Marines returning from Operation Iraqi Freedom Supervised the construction of boat maintenance facility; construction of vehicle storage facility worth the combined total of (1.2) million dollars. Supervised the maintenance of all bridge, engineer, motor transport, and heavy equipment assets totaling (48) major end items worth over (6) million dollars. Helped coordinate the Recoverable Item Report (WIR) of the Medium Girder Bridge. Coordinated mobile training teams for instruction on (4) end items. Filled in for (3.5) months as the Inspector-Instructor (I-I) while I-I was convalescing.Initiated cultural and terrain briefs for the company as part of professional military education related to Operation Enduring Freedom based off personal experience and official records Coordinated with the prior service recruiter in order to recruit needed MOS capability.

Duties:-Advise staff personnel as required concerning all engineer related operations and planning involving the 4th MEB (AT)-Draft, develop, update, and provide periods of instruction concerning tactical engineering security, Improvised Explosive Devices (IED’s) and counter IED’s Tactics and Techniques and procedures as part of the 4th MEB (AT) Expeditionary Security Guard training package-Serve as the Brigade Science and Technology Advisor-Liaison with USMC IED Working Group, Joint IED Defeat Task Force and global efforts to counter the IED threat Inevitably saved lives by conducting field experimentation and training for 25th Marines on man portable Guardian B, Guardian C, Medism, Nuzzer at 29 Palms with British Field Officer from the Pentagon, and the HQMC IED Task Force Chief in preparation for the deployment to Fallujah. I was responsible for planning engineer support for major subordinate command (MSC) operations; Marine Corps Security Force Battalion (MCSFBN), Marine Security Guard Battalion (MSGBN), Chemical-Biological Incident Response Force (CBIRF), Anti-Terrorism Battalion and the Foreign Military Training Unit (FMTU); to include: General engineering, including survivability, mobility, and counter-mobility; security & barrier planning; and conducting unit vulnerability assessments and rear echelon support coordination of units deploying to conduct specialized security operations in high risk areas of operation, to include Afghanistan, Cuba and the Horn of Africa. Duties:-Advise the Battalion Commanding Officer and Battalion Inspector and Instructor on all training and operations matters relating to the Construction Shop, Drafting & Surveying Section and Combat Engineer Platoon.-Serve as the Inspector and Instructor for Headquarters and Service Company-Provide Combat Engineer support to the Battalion as required, with particular emphasis on mobility, counter-mobility and Engineer Reconnaissance-Prepare and conduct deployments of the Engineer ReconnaissancePlatoon as directed by Higher Headquarters-Serve as the responsible officer (RO) for the construction section supply sub-custody account.-Perform all duties as the Battalion Inspector and Instructor Embark Representative.-Advise the Battalion I-I regarding detailed technical aspects of construction and demolition projects.-Provide input for review of draft engineer training and operational manuals and publications as required. Called upon to support the NSA. Having identified an Anti-Terrorism/Force Protection issue with the physical security of the compound. Provided technical expertise and advice on how to remedy the situation. Provided demolitions and explosives training to 7 foreign countries in Bulgaria. This resulted in the superior partnership for peace. As a member of a 3 man Mobile Training Team (MTT) deployed to Kiev, and Kamanets- podyskky in the Ukraine. Taught the Ukrainian National Army and Ministry of Defense in land mines and disarmament Hand selected to serve as H & S Company I&I and Operations Chief for H & S Company, resulted in immediate improvements. As the Marine Corps Martial Arts Instructor implemented a tracking system that resulted in a smooth and efficient training program for over 300 Marines Re-established operational maintenance procedures resulting in No findings and by-name mention by the Field Supply Maintenance Analysis Office (FASMO) team leader

Duties:-Schedule and coordinate future operations and track current operations for the Company.-Coordinate personnel and logistics requirements in support of company operations.-Advise the Commanding Officer and provide guidance to the platoons on techniques and employment of bridging assets to include combat engineer training.-Supervise the planning, conduct and documentation of annual and company training goals.-Assist in the development of company operations orders and LOIs.-Assist the Platoon Staffs in writing LOIs and coordination training exercises.-Review plans and inspect training and operations to ensure they are being conducted safely using Operational Risk Management and are in accordance with company SOPs.-Perform duties as bridge liaison and technical advisor to higher headquarters.-Supervise quality control and track facility/construction projects through completion.-Provide seasoned leadership to enhance the development of Bridge Company Marines.-Ensure Marines within the Platoon are counseled monthly on proper military customs, courtesies, appearance and standards.-Develop timelines for all bridging missions and identify support requirements.-Act as Bridge Company’s Staff Representative for Type Commander Amphibious Training (T-CAT) and I MEF’s MEF Exercises. My Commanding Officer stated “Walworth’s professionalism, incredible leadership abilities, innovation, and extraordinary work ethic were instrumental in the development of the Marines, and the dramatic improvement of the Company in the areas of operations, training, maintenance, and the overall state of readiness. His impact and performance were nothing short of exemplary.”

Duties:-Provide oversight and supervision for engineer detachment deployed in support of 2nd Marine Expeditionary Brigade during NATO Exercise Dynamic Mix 2000, Thessaloniki, Greece.-Provide engineer construction tasks in support of the establishment and maintenance of Marine base camps.-Provide oversight and supervision over all vertical and horizontal engineer projects.-Supervise the execution of engineer reconnaissance missions.-Determine and submit the Bills of Material for all engineer projects.-Determine the constructions timeline for each engineer project.-Schedule, direct and supervise the care, inspection and maintenance of the engineer equipment. I supervised the preparation of 71 personnel, 1200 feet square stowed cargo and 57 pieces of engineer gear for embarkation in support of the NATO Exercise Dynamic Mix 2000. I supervised the offload and throughput of engineer and BSSG gear ensuring proper delivery of gear to the appropriate base camps. I assisted in the establishment of the 1500 man USMC base camp in Northern Greece ensuring all camp services were operational within a 5 day period. I supervised the safe employment of 12 pieces of heavy equipment and bulk fuel assets. I ensured uninterrupted camp services were maintained throughout the 32 day deployment. I created and supervised the execution of the retrograde of over 150 containers located at Camp Assiros in accordance to the 2nd MEB’s retrograde plan. I also supervised the retrograde of engineer personnel and equipment back to Camp Lejeune maintaining accountability and safety at all times. Planned and supervised 12 separate construction projects. Accurately determined $10,000 Bills of Material. Planned and supervised the embarkation of 605 pieces of engineer gear. Had direct supervision and oversight on surveyors as they prepared the sight.

Duties:-Process all bridging request and establish an Operations/Exercise support schedule.-Develop timelines for all bridging missions an identify support requirements.-Oversee the reorganization and distribution of bridging assets to the Platoons.-Restructure the Company’s warehouse and Bridge lot.-Act as Bridge Company’s Staff Representative for Type Commander Amphibious Training (T-CAT) and I MEF’s MEF Exercise. I made a considerable impact on the Platoon and the Company, producing almost instantaneous results with the Marines’ discipline, morale, and MOS proficiency. My strong leadership abilities were instrumental in the development of the many Noncommissioned Officers within the Company.Upon entering the Platoon, I quickly identified deficiencies in the Platoon’s maintenance and training records, maintenance procedures, training progression, and bridging proficiency. I quickly devised a plan to improve the Platoon’s deficiencies, and was a key player in the development and implementation of Company operations, maintenance, and training SOPs.Within one month of my arrival, the equipment readiness within the Platoon nearly doubled. As a result, the operational tempo in the Company increased dramatically as Bridge Company became capable of supporting more bridging missions.I performed the duties of Rafting Operations Commander for six raft operations in support of 2nd Tank Battalion and one Type Commander’s Amphibious Training in support of CSSD-28. In addition, I performed the duties of Bridge Site Commander for five Medium Girder Bridge builds. All of my bridging missions were a complete success. I also efficiently performed the duties of Ops Chief while a Platoon Sergeant.

I coordinated with the United States Air Force to embark the Squadron’s equipment and personnel to Anderson Air Force Base, Guam; Royal Australian Air Field Tindal, Australia; Misawa Air Force Base, Japan; Kadena Air Force Base, Okinawa and the transpacific Flight from Beaufort, South Carolina to Iwakuni, Japan. My versatility, unique organizational skill and adaptability ensured the appropriate Customs personnel, transportation, and heavy equipment were on-hand at each point of embarkation and retrograde.As Responsible Officer for squadron equipment I reconciled 5 Air Station accounts, and 4 MCAS Iwakuni accounts, each and every reconciliation inventory resulted in perfect accountability. I meticulously managed over $400,000.00 of equipment, and Marine Corps Property accounts with flawless accuracy. As the Command Financial Advisor, actively pursued family advocacy issues and provided counseling and guidance to Marines and their families who were experiencing difficulties in their personal lives. These efforts resulted in successful solutions that directly affected the Squadron’s efficiency and readiness.The Marine Fighter Attack Squadron XO stated “Leads an S-4 (logistics) department that is the best I have ever seen. Keen ability to predict, act and complete actions without being tasked. Extraordinary credibility and respect within the unit. Constant commendatory comments on all issues he handles. Duties:-Schedule/coordinate/track current and future operations-Assist in the development of operations orders and LOIs. -Review plans and inspect training and operations to ensure they are being conducted safely using Operational Risk Management and are in accordance with Marine Wing Support Group 273 SOPs.-Supervise quality control and track facility/construction projects through completion.-Develop timelines for all Marine Wing Support Group 273 missions and identify support requirements. Promoted to a billet much senior than commiserate to my rank at that time. I was a newly promoted SSgt E-6 filling the demands of a very senior Master Sergeant E-8 billet.I scheduled and coordinated all essential aviation ground support to the MCAS. This support included: internal airfield communications, weather services, expeditionary airfield services, aircraft rescue and firefighting, aircraft and ground refueling, essential engineering services, motor transport, messing, security, and explosive ordinance disposal. Additionally, in garrison MWSS-273 is tasked to supplement air station facilities and services provided by Marine Corps Air Station Beaufort, SC. In addition to my demanding job I was also called upon to expeditiously manage two short-notice finished carpentry projects for MCAS Beaufort All Ranks Club; was the subject of numerous laudable comments. My persistent efforts were important factors in steadily improving the S-3 departments’ quality and efficiency. My Commanding Officer stated “Projects positive leadership by his own vibrant enthusiasm for any mission assigned or assumed. SSgt Walworth possesses special qualities to be successful. He communicates easily with officers, instills pride, and encourages average performers to strive for excellence. Executes excellent management practices by blending concern for others with mission accomplishment.”

Duties:-Project leader for MWSS-273 Construction shop in all vertical and horizontal construction assigned to Squadron.-Manage and maintain all assigned equipment-Lead and develop all subordinate MarinesSummary:While serving as the Construction Shop Foreman, I provided the required amount of research and background to produce the best results. As the project leader, always thinking of all options to find the optimum impact. My diligence and methodical manner assisted the Construction Shop to accomplish a variety of small engineer projects during this period. For example a small 100 ft timber trestle bridge built on the Marine Corps Recruit Depot Paris island Gulf Corse and the renovation of the Marine Corps Air Station Base Stable. My Commanding Officer stated on my official record about my performance “Thorough and meticulous. Complete in all tasks. Able to stay on an even keel regardless of circumstances. Organizational skills are enviable.”While serving as the Construction Shop Foreman the Battalion Engineer Chief asked me to serve as the Marine Wing Support Group 273 Operations Chief

Duties:- Conduct training for newly promoted Corporals - Instruct and assists in training basic combat skills - Train Corporals in the fundamentals of leadership and how they can develop and intern train there Marines in discipline, physical fitness, pride, and love of the Marine Corps and country. - Train Corporals in close order drill so they can do the same with there subordinates - Train the Corporal in how to instill bearing and neatness, and care of clothing and equipment of his Marines. - Teach and Lectures on Marine Corps history and tradition, customs of the service, military courtesy, and U.S. Navy Regulations. - Conduct parades, reviews, and drill effectively teach Corporals to do the same - Maintain records and prepares reportsI demonstrated superior initiative and devotion to duty in preparing the Corporal’s School for opening. I was responsible for preparing a neglected barracks into the motivating, inspiring training facility it is today. I implemented numerous ideas to better the course curriculum, and was involved in the decision making process to form a successful and challenging training schedule ensuring that each Squad Instructor rehearsed, prepared and presented their lectures in a professional and expeditious manner. Advised the Platoon Commander on my squad’s capabilities, employment, and operational impact.As a member of Operation Eastern Exit (a humanitarian rescue of the two hundred eighty-one people in the American Embassy Mogadishu, Somalia compound) I received the heartfelt gratitude of the American, Soviet Union, Kenya, Great Britain, United Arab Emirates, Sudan, Nigeria, Turkey, Oman, Kuwait, Qatar, and German Ambassadors in there most desperate hours, January five and six, nineteen hundred and ninety one.I was hand picked to represent the Engineer community and to teach survival skills to U.S. Forces Central Command in support of Operation Desert Shield. In another foreign and austere environment I was tasked with the construction of a timber footbridge west of Comayagua, Honduras, Central America. I completed this project in a timely manner while working hand in hand with the Honduran people.

My accountability procedures provided for the smooth transition of responsibility for this account through the tenures of three company commanders. Additionally, I stood several inpections they mentioned the outstanding fashion in which I maintained this account. One of the most noteworthy is when a Division Supply and Maintenance Analysis Team (SMAT) Inspection. I received a grade of "no findings" which resulted in receiving a secondary Military Occupational Skill (MOS) of 3051 Warehouseman. As a member of Task Group 36.2 we successfully accomplished a major THIRD Fleet Exercise involving a Marine amphibious landing and a base defense exercise in the Aleutian Archipelago. The extreme cold weather faced by the Amphibious Task Group during the transit to, and operations in the Aleutian Exercise area demanded the utmost care and attention to safety requirements. This was the first major winter amphibious exercise conducted in the Northern Pacific for Navy and Marine Corps units since World War III supported the testing of the M-58 Linear Demolition Charge as a member of 1st Platoon, "A" Company, 1st Combat Engineer Battalion. My support played a vital role in the success of the test program, and in particular, contributed greatly to the completion of testing three days earlier than anticipated.

I was taught basic carpentry and other construction skills to build vertical and horizontal projects in a combat environment.As well as demolitions, and land mine warfare.
