He is a telecommunications industry leader. He jointly lead the government/industry committee that developed the analog RF technical standards ror cable television systems, implemented by the FCC. He has been a testifying expert witness and/or trial advisor in about 40 federal and state court cases regarding cable television and wireless technology. Additionally, he served as the advisor to the League of California Cities during the key negotiations and hearing regarding SB 1627, California’s wireless co-location law.A frequent lecturer and panelist on communications technology for conferences supported by governments, the wireless industry, and the cable TV industry, Dr. Kramer is also the co-author and editor of the key FCC publication for local governments on radio frequency safety matters and wireless technology.Dr. Kramer is admitted to practice law in California and New Mexico. He is also admitted to practice in several United States District Courts. He holds seven Federal Communications Commission licenses/endorsements, and is a licensed real estate broker in California. He is a telecom contractor licensee in California.
