    I protect the traveling public in New Mexico from terrorist attacks and other threats to their security. As the Federal Security Director, I coordinate transportation security for aviation, freight rail, highway, mass transit, and pipeline operators to ensure the freedom of movement of people and commerce. I lead a staff of 235 security officers, inspectors, contractors and support personnel who are trained to identify threats to critical transportation systems. Partnering with other federal, tribal, state, and local law enforcement agencies and stakeholders, we develop strategies and coordinate countermeasures to manage and mitigate risks.• Monitor and manage a series of metrics for security effectiveness, personnel management, and customer service, making corrections to process or methods to improve performance and mitigate security risk or financial risk. Implemented Risk-Based Principles and screening protocols within the state and began TSA Pre✓® screening operations at two Cat-II airports exceeding expedited screening goals. • Served on a select council of fellow FSDs charged with making recommendations to TSA senior leaders to improve agency operations and procedures. As chairman of the committee and using and unassuming leader style, promoted teamwork and collaboration resulting in a national transfer policy, concepts for a national training academy, and new screening metrics. • Coordinated the first transition from federal-to-private contract screening at Sioux Falls. Established an open, collaborative relationship with the contractor and airport, met all key milestones, and accomplished the transition on schedule. Manage $25 million performance based Screening Partnership Program (SPP) contract ensuring that quality levels and standards are maintained or exceeded by the contractor while remaining cost effective.

    Program Manager: Screening Partnership Program March 2012- June 2012At the request of the Assistant Administrator of TSA, assumed the responsibilities of leading and managing a $150M acquisition program supervising team to execute seven separate contracts that provide security screening services to 16 airports nationwide. Implemented legislation related to new airport applications for private screening. Initiated IPT to evaluate the security effectiveness and cost efficiency of airports applying for privatization. Developed strategic options for TSA to manage the potential increase in contract screening.• Developed comprehensive review process for new airport applications for contract screening as a result of new legislation passed in February 2012. Conducted analysis of security metrics, compliance history, staffing levels and attrition, and especially cost drivers, to evaluate potential differences in security effectiveness and total budget impact to TSA. Provided recommendations and options for resulting in the TSA Administrator approving five new Opt Out applications for private screening encompassing 500 FTE. Personally briefed the TSA Administrator on results and recommendations. • Evaluated program office staffing needs due to increased workload and mission requirements. Engaged another TSA office to evaluate the program status in terms of federal and DHS acquisition program compliance. Recommended restructure options, staff additions, detail assignments, and realignments to the Deputy Assistant Administrator. Results included increasing and co-locating OSO and acquisitions personnel supporting SPP and assigning an executive level leader to the program.• Developed messaging for senior leadership to respond to congressional questions and testimony, GAO audit questions, and crafted communications strategy for employees at airports subject to potential transition to private contractor screening.

My position was Liaison between CEO and Corporate Operations Group responsible for 150 staff including CFO, Budget, Analysis branch, Information Technology Office, and Career Development/Training Office.• Conducted special activity-wide management studies to evaluate financial controls. Developed a financial model to forecast the production activity’s revenues based on the work-flow scheduled to be accomplished. By negotiating better pricing for materials and components from suppliers and completing work in progress to recognize revenue in the current FY, exceeded performance goal by $5M. • Managed budget development and held key developmental responsibility for annual Operations Plan, its policies, and execution. Applied analytical techniques including Pareto analysis, Statistical Process Control, and Theory of Constraints to evaluate processes and determine root causes of problems. Implemented cost cutting initiatives that reduced G&A expenses by $2.5 million and Production Overhead by $3.1 million. Exceeded operating goal by $7M by midyear FY02.• Congressional Liaison for matters involving business processes, budget policy, operations and strategy. Wrote testimony for hearings and prepared briefs for visiting members and their staffs. Successfully negotiated $3.2 million in additional funding to enhance Co-op and apprentice programs.• Organized, led, and facilitated, a Strategic Planning Team that resulted in formulating a new mission and vision statement and Strategic Five Year Plan for the organization.
