Appointed by the Honorable Wes Moore, Governor of the State of MarylandIn July 2024, the Task Force was authorized by the General AssemblyThe Task Force is to study: existing laws, policies, and practices relating to the use of natural psychedelic substances; the best available science and data on public benefits of responsible access to and use of natural psychedelic substances; and opportunities to maximize public benefits of responsible access to and use of natural psychedelic substances. Also to be evaluated are the best available data on potential risks of access to and use of natural psychedelic substances; opportunities to mitigate potential risks of access to and use of natural psychedelic substances; and barriers health care practitioners and facilitators may encounter relating to natural psychedelic substances, including barriers relating to insurance, restrictions by licensing and credentialing entities, zoning, advertising, and financial services.Recommendations by the Task Force will cover any changes to State law, policy, and practices needed to create a Maryland Natural Psychedelic Substance Access Program that enables broad, equitable and affordable access to psychedelic substances. Such changes may involve permitting requirements for education and safety; access to treatment and regulated support; and production of natural psychedelic substances. Additional rcomendations may relate to a transition from criminal conduct with natural psychedelic substances, including punishment with civil penalties for nonviolent infractions to plant, cultivate, purchase, transport, distribute, or possess or otherwise engagem with natural psychedelic substances. They also may extend to expungment of records of Marylanders with convictions for nonviolent criminal offenses relating to these substances; and release of Marylanders incarcerated for nonviolent criminal offenses relating to them.

Member of The Addiction Treatment Services team. The Addiction Treatment Services (ATS) is a comprehensive treatment center located on the campus of The Johns Hopkins Bayview Medical Center. For individuals suffering from substance use disorder including co-occurring psychiatric illnesses, ATS provides a range of services including standard outpatient care (1-3 hours per week), intensive outpatient care (10 hours per week), and methadone maintenance.A structured “adaptive stepped-care" approach is used in ATS to determine the intensity of services needed to help patients gain control over their problem. This means that patients are prescribed more intensive services only when clearly indicated by the presence of continuing problems despite lower intensities of care. Specific clinical interventions include routine and specialized individual and group therapies, behavioral interventions to motivate therapy attendance, and a broad range of medications including methadone that reduce the use of alcohol and other drugs. Combining all these clinical interventions into an integrated stepped-care treatment plan is widely recognized in the field as the best overall approach to treating substance use disorder. ATS is also highly experienced in the treatment of people with substance use disorder that is complicated by the presence of depression and other psychiatric disorders. Provide rehabilitation counseling to drug abuse clients using Reinforcement-Based Treatment, which is an evidence-based treatment approach that integrates motivational interviewing with structured involvement in work and social activities. Develop and maintain comprehensive treatment plans based on assessments. Assist clients in attending events consistent with treatment goals, including clinic appointments, NA/AA meetings, employment appointments and recreational activities.

Ensure that all paperwork and electronic documentation is completed in MethodOne system and all minimum counseling is provided with State and Federal Regulations, CARF and recovery oriented methadone and buprenorphine standards and Pikesville Health Services policy and procedure.
