    De directie IFHR ontwikkelt beleid en kaders voor efficiënte en flexibele huisvesting en faciliteiten en een compacte en professionele inkooporganisatie, met aandacht voor duurzaamheid.Ik was als portfoliomanager verantwoordelijk voor het adviseren van de Chief Procurement Officer (CPO-Rijk) over het digitaliseringsbeleid en de IT-strategie van het IT-landschap van het rijskinkoopstelsel als onderdeel van de bedrijfsvoering Rijk. Bovendien bood ik ondersteuning aan de CPO-Rijk door dagelijks invulling- en uitvoering te geven aan zijn ambtelijke verantwoordelijkheid op het gebied van digitalisering en tevens leiding te geven aan de digitale transitieopgave van het Rijksinkoopstelsel, bestaande uit 160 Rijksdiensten, waaronder de ministeries en hun agentschappen. Twee belangrijke producten onder mijn leiding gemaakt, afgestemd en tot rijksbreed kader gesteld, zijn (1) de Governance Digitalisering Rijksinkoop en (2) de Rijksinkoop Enterprise Architectuur. Met deze producten is de transitie van een centraal georganiseerd Rijksinkoopstelsel richting een decentraal georganiseerd Rijksinkoopstelsel beleidsmatig gerealiseerd. Met het in beheer nemen van een 3-tal centrale voorzieningen, het laten aanschaffen- en bouwen van organisatiespecifieke inkoopapplicaties en het continueren van het gebruikmaken van Digipoort is in grote lijnen invulling gegeven aan de nieuwe beleidskaders.

Both resolutions were calling upon the government to develop a test which assess legislation on administrative burden, realisability and practicality for SME's.The design test needs to become part of the legislation process for all ministries affecting SME's with their policies. Therefore it needs a lot of cooperation and coordination, not only with the ministries, but also with the branche organisations and employers organisations.

    At the official request by 5 sectors which can be identified as both Retail and Crafts (hairdressers, shoemakers, bakers, butchers and florists), the Minister of Economic Affairs has agreed to start a Maatwerkaanpak Winkelambacht. This tailor made approach to tangible resolve the regulatory burden consists of making an inventory of the bottlenecks stemming from (the execution of- and/or supervision on-) legislation entrepreneurs experience when doing business. Furthermore, to resolve these bottlenecks with the relevant stakeholders in a public private setting.Currently the inventory is being finalised and recently the sectors have agreed on a list of 13 bottlenecks they want to offer to the Minister of Economic Affairs.In order to get this project on the agenda, to overcome possible barriers and to create public awareness for this project the Minister has appointed former Alderman of Zoetermeer, Patrick van Domburg as ambassador of among others the Maatwerkaanpak Winkelambacht.Recently the Maatwerkaanpak Winkelambacht, like the Maatwerkaanpak Gastvrijheid, have been positioned as the operationalisation of the agenda point on reducing regulatory burden in the Retail Agenda which the Minister of Economic Affairs has presented on March 17 2015.Inmiddels zijn voor alle knelpunten publiek-private oplossingsrichtingen overeengekomen en zijn alle publiek-private afspraken over de implementatie gebundeld in het Actieprogramma regeldruk winkelambacht, dat 18 december 2015 aan de Tweede Kamer is verstuurd.

    De Regulatory Policy Committee (RPC) helpt landen bij het opbouwen en het versterken van het wetgevingsbeleid. De RPC bestaat uit ambtelijke afgevaardigden van de bij de OESO aangesloten landen. Als afgevaardigde namens Nederland heb ik tijdens discussies over wet- en regelgeving het Nederlandse standpunt ingebracht op basis van de instructies die ik meekreeg. Ook heb ik namens Nederland financiering en kennis ingebracht bij het tot stand komen van een projectgroep dat heeft gewerkt aan de publicatie van het boek: 'OECD Regulatory Compliance Cost Assessment Guide'. Dit project was onderdeel van het 'The Programme on Measuring Regulatory Performance' dat erop was gericht om Lidstaten te helpen bij het communiceren van voortgang van hun regeldrukbeleid en het identificeren van domeinen waar kansen liggen om te veranderen.

    The development of the CAR methodology is the answer to the growing criticism that it's getting more difficult to identify concrete obstacles when conducting business which entrepreneurs experience as a result of regulatory burden. Instead of analysing legislation and regulation for administrative burden or compliance costs, CAR methodology starts by making an analysis where it's felt: the business itself.The CAR methodology starts by describing a certain economic sector. The next step, after having specified this specific sector, a company representative for this sector is selected for further analysis.This company will be subjected to a so-called business analysis. During this business analysis there will be looked into the financial administration and furthermore in-depth interviews will be held with the key-persons within the company.The outcome of the analysis will be a set of financial traceable obstacles and perceptible obstacles. The first one being costs a company makes to conform to legislation, the second one being obstacles perceived as irritating, frustrating, etc.Because this is only an analysis of one or a few companies, it is very important to discuss and verify these results with other companies and branches organisations within the sector.After these sessions the found obstacles are being linked to legislation and procedures. Furthermore, the stakeholders being responsible for these obstacles are identified.Finally, a report is made which includes a concrete description of the found obstacles, possible options for taking these obstacles away and finally an overview of stakeholders who have to make a change in order to get rid of an certain obstacle.With a report based on the CAR methodology companies, institutions and government organisations will be better equipped for putting regulatory burden on the agenda.An example of a successful lobby based on CAR is the craft industry (butchers, bakers, hairdressers, florists and shoemakers)

    By means of the Agile-Scrum framework I have completed my first software development project as a product owner.My job as a product owner constituted of multiple tasks, some of which were:- Creating support among seven ministries for participating in the development of the application. From every department at least one representative has been invited to participate in a working committee where functionalities are discussed and prioritised;- Making sure that every decision on the request for and use of information is addressed within the appropriate forums and at the appropriate levels;- Lobbying for a favourable decision at these forums in order to consolidate the continuous approval by the ministries during the development, and in the end for the intended use of the application;- Designing, with the input from all the stakeholders involved in this project (mainly the relevant ministries and the Ministry of the Interior and Kingdom Relations as co-ordinator regulatory reform programme for the citizens and professionals) the application in terms of describing desired functionalities by means of user-stories;- To be at daily standups with the development team, if desired, to listen to what developers will work on that day, what kind of obstacles they expect to encounter, and how they are going to solve this.- Having regular meetings with the Scrum Master on the progress and obstacles standing in the way for achieving their bi-weekly set goal or sprint goal. Most of these obstacles could be taken away by the Scrum Master, but when we agreed it to be necessary I would intervene in order to take away obstacles and keep the team focused on achieving the highest possible velocity;- With the team having bi-weekly retrospectives of the last sprint and sprint plannings for the two weeks to come;- Motivating the development team and make sure they are content while developing the application;- Managing the project budget;- Informing the management of the progress;

    In order to provide the correct information on the progress of the regulatory reform programme to the Dutch parliament there was a need for additional changes to our bookkeeping application. There was a lot of pressure on this effort, because complications were only visible when using this application for the first time for its intended purpose. The time constraint was to alter the application within 2 weeks including the tender, building the desired functionalities, testing and putting the functionalities into production. I'm proud to say that we managed get the desired functionalities including additional ones within these two weeks into production. During the process my main task was to convince people of the priority this project had over other projects. Furthermore, to get the necessary colleagues into a constructive mode in order for them to think in solutions to get around the time-consuming bureaucracy without putting them into an uncomfortable position regarding the acceptance of risks for which they might not be able to answer for to their own management. Moreover I have drafted the user stories in concert with the direct stakeholders, talked them through with the developer and tester to be sure that what we would get what we asked for.Finally I organised the user tests in order to be sure that the users were satisfied with the result.
