I help ensure organizations working with justice involved individuals develop cost effective, quality health care solutions. Provide subject matter expertise about diversion and implementing and sustaining public safety net solutions that support individuals' treatment needs in communty settings. I have deep expertise in MAT/MOUD implementation in carceral settings and along reentry continuum. Passionate about the intersect of Medicaid, correctional healthcare, and reentry, and have experience working with providers, payors, state's and counties leveraging 1115 demonstrations to expand care access.

Led the daily operations, strategic priorities, and program administration of comprehensive medical and behavioral health services and all related staff (1000) and programs spanning the New Jersey state prison system, the New Jersey Juvenile Justice Commission, Federal Probation and New Jersey Parole sex offender treatment services, female offender domestic violence treatment services, and officer domestic violence evaluations. In this capacity, I managed a $175M+ operating budgets and services to the State of New Jersey and led a team who has delivered transformative solutions that reduced vacancy rates, increased the number of inmates (5 fold) on Medication Assisted Treatment (MAT), and other key deliverables. I led the organization’s response to COVID-19, including implementing ongoing weekly universal COVID testing and offering vaccinations for all patients, staff, contractors, and DOC staff and parole staff.

Throughout my tenure with the medical school, I held three roles all focused on advancing the operations and priorities of the University’s health and criminal justice program. I also served as central point of contact for all client interactions with the Federal Bureau of Prisons, cultivated and sustained key partnerships, and oversaw $100 million in program operations. I am proud to have led the organization in achieving status as the only Federal Bureau of Prison vendor to oversee two large federal medical centers, including leading patient care delivery models, daily operations of each center, standards and credentialing, contract negotiations, and continuous quality improvement initiatives. Among other deliverables, I was also selected as a content expert for the Center for Health Law Economics and Massachusetts Medicaid Office of Behavioral Health regarding access to treatment for justice involved individuals.

During my tenure, I served in multiple roles of increasing responsibility culminating in an Assistant Deputy Superintendent role. In this capacity, I managed and consolidated operations of all offender services at the Suffolk County House of Correction (HOC), including comprehensive medical services and managed $30M+ in annual contracts and grants while concurrently reducing wasteful spending, enhancing quality, and optimizing vendor performance by streamlining management processes and accountability. Among other deliverables, I am proud to have secured and managed $3M+ in new grant funding from an offender reentry grant and overhauled women's housing, programming and reentry opportunities.
