Working freelance offering QS services to the construction Industry, including, cost planning, preconstruction / bid support, procurement, valuations and final accounts, to Clients, Main Contractors, developers and Subcontractors

Predominantly preparing fee proposals and submissions for frameworks for the Business development team, whilst also having a focus on generating new business across all disciplines from existing and new clients.

Alongside my role in Pre Construction, I am also Head of Quality for the Simons Group, which blends well with my knowledge of working across the Group for many years and also my experience as the Group's Business Improvement Manager (a 12 month secondment 16/17), As Head of Quality, i have the responsibility to ensure we retain the ISO 9001 (2015) certification, whilst ensuring our Management system reflects the most efficient and effective way of working for the business. My breadth of experience working across all parts of the business, means I am well equipped to fully appreciate the interfaces with the different disciplines in the business and the systems, processes and procedures, and is able to manage the Quality Management system, knowing that it is properly coordinated and works as an efficient and effective way of working. This ultimately means that the Customer experience of working with Simons, will result in a quality product on site, supported by our professional approach the project management.

Working within the Health Sector, predominantly in Public and Private Healthcare/Care, I have overall responsibility to ensure PQQ and tenders are suitably completed and submitted on time, whilst ensuring we clearly evidence; Simons commitment to the client’s aspirations, our experience, our values and customer centric approach, which is particularly important in the Health sector. Duties include;• Business Development - Development and management of customer and consultant relationships; research and investigation into potential new project leads / client and consultant relationships; arranging and attending B2B meetings; feedback to Board; monitoring performance against targets on Sector business plan; follow up opportunities; attend appropriate forums on health sector• Pre-Qual Questionnaires / Expressions of Interest – draft text and ensure appropriate information in contained with the submissions• Bid Leadership – Forming, co-ordinating and leading the bid team; Assign roles and responsibilities at tender launch; Assess key deliverables; Produce and agree bid programme; Develop a bid win strategy; agree bid budget and manage; Liaison with client representatives; Manage queries as required; Chair bid meetings with team (Sector Director, Commercial Director, estimating, design manager, planner, supply chain manager etc); Conduct a design gap analysis with team; Value engineering workshops; Risk review and management plan; review programme logic and sequencing.

As a Senior QS, I am responsible for the management of the commercial aspects of construction projects, at both delivery stage and often at pre construction stage, including agreement of a Contract Sum and negotiating Contract terms with the client, and also the administration of the project at delivery stage, which includes;• Carrying out and/or being responsible for the appointment of sub contractors, including reconciliation and analysis of tenders, negotiation and settlement of Final Accounts.• Carrying out and/or being responsible for the preparation of external valuations and subsequent Final Account, including the negotiation and settlement of the Account.• Carrying out and/or being responsible for project forecasting, and producing the monthly CVR’s and cash reports. • Management of Assistant/Trainee Surveyors, provide support in the day to day tasks, assessing their strengths and areas for improvement to ensure they receive an achievable set of targets, provide support for their academic studies, carry out annual performance appraisals, coaching where necessary and overseeing their future development within the business. Also carry out the role of “mentor” to trainees.

As site based PM, I had overall responsibility to successfully deliver and handover a construction project, and duties included;• being involved at pre construction stage, providing the bid team with operational support, in respect of programming and logistics for delivering the scheme. • Carry out a project launch to establish the goals and objectives of the project from the client’s perspective• ensuring that the requirements for Health and Safety were correctly implemented, including ensuring Construction Phase Health and Safety plans, Waste Management plans and Environmental plans were in place and managed correctly.• producing and managing the construction programme/progress on site,• ensuring quality of the product was adequately achieved, • reviewing the design and construction detailing including overseeing the design manager and coordination of the design team, • being responsible for the project’s financial result, and so ensuring awareness of the commercial constraints on the project• Producing a Commissioning strategy• Defects managementIn general, as PM a great deal of emphasis would be on the management and leadership of the delivery team, (including consultants) and would also be the liaison with the client and tenants, preparing and presenting progress reports to the client team, and managing the relationship and expectations of the client, contractor and/or tenant.

A commercial lead was responsible for providing commercial support and advice to the client and to our own project team. As a key member of the Bid team, one of duties included presenting alongside the Project Lead and design team, the business case for becoming the successful PSCP for a particular scheme.The preparation and negotiation of feasibility cost plans and agreement of the GMP, including monitoring the design against the Client’s budget was also the remit of the Commercial lead, as was the agreement of the terms of the Contract and the Final Scheme Proposal.As commercial lead, it was important to fully understand and appreciate the client brief and manage their expectations in respect of the deliverables against the budget, and so this role was important at both the Phase 3 stage design meetings, and was on going through Phase 4.I was also responsible for the Phase 4 construction schemes, and the commercial teams on those sites, both in their day to day duties and also in respect of their progress and future development. An important part of the role was to ensure, the contract was administered properly and that the relationships with the client’s QS was maintained, to ensure a successful conclusion of the Accounts were achieved.A Project Lead has the overall responsibility of leading a project team from Phase 3 through to Phase 4 of a P21 scheme, and includes responsibility for design management, programming and planning and for the delivery, financial result and handover of Healthcare schemes back to the client. Client liaison formed a large part of this role with agreement of clinical briefing documents including schedules of accommodation, scheme proposals, specifications and project programming. Management of value engineering, specification changes and design development played an important part, as did management of the budget in conjunction with the commercial lead.
