I chair the Appeal Board, which is part of the internal justice system at WIPO to review decisions affecting staff and make findings and recommendations to the Director General.

I chair the Appeals Commission, which is part of the internal justice system at the IFRC to review decisions affecting staff and make findings and recommendations to the Secretary General.

I serve as a consultant to various public international organizations in Europe and Asia on internal governance issues, including the legal framework for the administration of staff (e.g., personnel policies, standards of conduct and investigative/disciplinary matters, and the internal justice system, i.e., dispute resolution between the organization and staff). Expertise and 25+ years' experience in international administrative law and the rules applicable to the international civil service, including the handling of cases before an international administrative tribunal.

I spent over 25 years in the Legal Department of the International Monetary Fund (from 1984 to 2009). As Assistant General Counsel, I had principal responsibility for advising the IMF on issues arising out of the internal management and administration of the IMF, including the legal aspects of human resources policies and the employment framework, standards of conduct for personnel and the associated investigative and disciplinary process, and internal dispute resolution, including representing the organization in cases before the IMF Administrative Tribunal.
