I converted the City of Tulsa to Enhanced 911, and acted as the liaison to ratify, and remove all party lines to enable proper access to all 918 customers. This project took approximately five years to complete, and that completion had just been accomplished shortly before my retirement. This allowed Tulsa to receive the title of the first "all digital city" in the nation.
