João Carlos Mesquitela, born in Lisbon in 1976, holds an MSc in Computer Engineering, Information Systems, and Knowledge Management from ISCTE - University Institute of Lisbon, and a Degree in Civil Protection Engineering from the Higher Institute of Education and Sciences (ISEC).With a 20-year career in public service, he is currently part of the National Anti-Corruption Mechanism, where he applies his extensive experience in IT systems and project management to promote integrity and transparency in institutions. He has held prominent roles as a technical and project coordinator at the National Authority for Emergency and Civil Protection and played a significant role in drafting technical opinions, including his participation in the team from the Order of Technical Engineers and ISEC that contributed to the amendment of the Legal Regime of Land Use, Management, and Intervention Plans of Forestry scope, resulting in changes to Decree-Law No. 16/2009.Specialized in tsunamis and storm waves at WASEDA University, Japan, and holding a postgraduate degree in Fire Safety in Buildings - 3rd and 4th Risk Categories from ISEC Lisbon, João Carlos combines technical engineering knowledge with a deep understanding of risk management and safety dynamics.As an expert in computer systems and information management, he believes in the transformative impact of technology on optimizing processes and enhancing the capabilities of public agents.
