Ao aprovar a nova Lei Orgânica do Ministério da Justiça, o Decreto-Lei n.º 146/2000, de 18 de Julho, criou o Gabinete para as Relações Internacionais, Europeias e de Cooperação (GRIEC) como o serviço do Ministério da Justiça responsável pela coordenação das relações externas e pela política de cooperação na área da justiça, sem prejuízo das competências próprias do Ministério dos Negócios Estrangeiros.Na nova estrutura orgânica, o GRIEC é o serviço no qual se concentra a coordenação, apoio e acompanhamento dos assuntos europeus e internacionais relativos à justiça, bem como a promoção e o desenvolvimento de uma política de cooperação com outros Estados, em particular com países ou territórios de língua oficial portuguesa, constituindo-se como o interlocutor privilegiado na intervenção externa do Ministério da Justiça, criando as condições para que possam defender-se eficazmente os interesses nacionais.
