I’ve worn many hats in my career (Program Manager, Business Analyst, Process Analyst, Developer, Helpdesk Support Technician, Tax Accountant), and I hope to wear a few more (I thrive on variety), but my greatest strength and area of interest is the field of Project Management, which I describe as combining time-tested industry standard processes with constant innovation to bring order to chaos and direction to deviation. I’ve worked with several federal government agencies, applying formal project management processes to mid-level projects ($2-3M). My two career aspirations are related: to continue to apply formal project management in a highly mature organization or to share knowledge with small businesses to help get them “over the hump” towards enjoying the efficiency that comes with stronger understanding and control of their processes. The most impactful project I've been able to work with was the Rules Based Processing System, a system automating dependency claims from disabled Veterans. This project directly addresses the biggest challenge the VA faces - the disability claims backlog, causing Veterans to wait months or years to receive assistance. Since the same adjudicators process both dependency and disability claims, RBPS frees adjudicators to focus on the backlog. Our team's work saw the processing rate increase from 10% to over 50%. Since the VA receives 600K claims per year requiring an average of 1 hour to process, our work saved 240K hours of work annually. Serving disabled Veterans (with the benefit of being able to move back to Texas too) has been a great honor.★ Golden Starfish Award from Secretary Allison Hickey for meeting RBPS goal of automatically processing 50% of all claims, 2014.★ Certificate of Appreciation from FSC Director for delivering RBPS v1.7 one week early.★ Special Contribution Award for extra analysis performed on RBPS project.★ Certificates of Appreciation from FSC Director for exceeding participation and monetary goals while leading office CFC drive, 2013, 2014.► Managed 3 VA project teams.● The $2.7M, 8-person team responsible for development and testing of the Rules Based Processing System (RBPS).● The $2.2M, 9-person team responsible for standing up an FSC business analytics pilot program using SAS Visual Analytics.● The 7-person team responsible for requirements, development and testing of the Conference Oversight and Reporting Knowledgebase (CORK).Additional Duties► Created process for managing small projects to be used by aspiring PMs.► Acted as SharePoint Content Manager for PMO site.► Served as the Director's Office CFC representative.► Prepared all reports for FSC Suggestion Program Team.

FEMA provided me the opportunity to achieve the professional accomplishment that I am most proud of - overhauling the Recovery Information Management System (RIMS), a common platform and collection of applications owned by organizations throughout the Agency and built to meet immediate disaster-related needs. Underutilized applications were eliminated or combined (13 of 27 apps retired), contract testers were replaced with existing resources by coordinating schedules with other programs ($20K saved annually) and a fee-for-service model was implemented (37% decrease in change requests). The end result being a decrease in requested funding from $2.3M in 2012 to $700K in 2013 - $1.6M in savings. I very much enjoy eliminating waste.★ Awards for outstanding individual contribution aligned with Agency strategic goals, 2009, 2010, 2011.★ Award for outstanding team contribution aligned with Agency strategic goals, 2009.★ Award for outstanding individual achievement, 2011.★ Award for outstanding individual achievement, 2010.★ Award for outstanding team achievement, 2009.★ Certificate of Appreciation from Administrator Craig Fugate for work in the NRCC, 2010.► Managed FEMA’s $4 million agile software development program consisting of 9 contractors, 27 unique projects, 19 sponsors and a dedicated data warehouse (numbers at peak size).► Led a certified CMMI Level 3 software development team.► Followed PMBOK processes almost "to a T."► Documented all inherited processes, simplifying where possible and ensuring repeatability.► Automated all access request procedures, eliminating a phone call based process.► Brought all applications into compliance with Section 508 law for the first time in program existence.Additional Duties► See below for a few other fun duties I performed while in this role.

After waiting several months to complete the hiring process, I joined the team of amazing folks at FEMA as an Assistant Program Manager. During the first six months, my VBA skills were discovered, and I primarily built MS Access and SharePoint solutions, while also assisting the RIMS Program Manager. Within six months, I was promoted to my former boss' position of Program Manager, and (of course) continued most of my former duties as well.► Designed and built 3 MS Access databases.● The Correspondence Database tracks FEMA's incoming Congressional correspondence, decreasing the number of late responses and increasing supervisors' ability to identify over- and under- performing personnel.● The Timekeeping Database tracks Recovery Directorate personnel's time and attendance actions, replacing the paper-based time and attendance tracking system.● The National Mass Evacuation Tracking System collects evacuee information to ensure families and important belongings are not separated during mass evacuation events, providing FEMA with a desktop alternative to the web-based version in case of internet outage.► Taught Microsoft Access basics to non-technical employees.► Built the Public Assistance Grant Application Tracking Site, replacing the paper-based PA grant tracking system with a SharePoint workflow. ► Built the Gulf Coast Recovery Office Report System, replacing a manual-entry system with a MS Excel/Access automated reporting solution.Additional Duties► Reviewed all Recovery Directorate IT procurements to verify need, cost-effectiveness and compliance.► Prepared status reports for the White House and the DHS Secretary during disaster deployments.► Managed the 40-1 Automation Project, which replaced the paper-based procurement request processing system with a SharePoint and InfoPath solution.► Acted as MS SharePoint Content Manager for multiple SharePoint sites.
