World Health Organization Global Digital Health Competency Framework• Advise World Health Organization Capacity Building and Collaboration Unit, Digital Health and Innovation Department on competency framework concepts, international competency standards, resources and experts, and technical direction for framework.• Co-direct International Digital Health and AI Research Collaborative’s Digital Health Competency Framework Working Group on process to develop the framework in collaboration with WHO. Contributed to the report, “Artificial Intelligence and Digital Transformation Competencies for Civil Servants.”

Provided technical direction on organization’s global health workforce development strategy. Advised health worker initiatives in global projects on adult learning practices, competency frameworks, performance assessment and evaluation, learning technology standards, course design, and evidence-based learning approaches. Guided design and mentor staff on virtual, digital and blended learning capacity building activities. Collaborated with World Health Organization and technical partners on a global digital health competency framework.

Led the technical design, strategy, budget and implementation of technology in education and training programs. Developed and operationalized technology interventions on/offline for pre-service and health workforce projects - Projects included a blended learning project for community health workers in Zambia to integrate technology into in-service mentoring program and scaling the activity from pilot stage and an eLearning program in Ghana for midwifery and community nursing schools across the country to development digital resources, deploy of learning platform in schools and incorporate of technology into classrooms. Advised country programs on technology (vendors, requirements, budgets, beta testing); deployment (assessments, digital education resources, training curriculum); and learning (integration of technology into capacity building programs and tracking learning within health systems). Managed instructional design and development of digital resources and applications and identification of digital learning tools (SMS, games, apps, etc.).

Provided technical leadership to develop a holistic approach to implement ICT in education projects activities and collaborated with project teams to develop effective ICT strategies. Managed the public-private partnership of USAID, Kenya Ministry of Education, Cisco, Microsoft and Intel, Accelerating 21st Century Education, improving teaching and learning at schools and teacher training colleges through the effective use of technology. Mentored in-country staff and teachers to enable national ownership of program activities.

Designed programs, identified appropriate technology and tools, developed professional development programs, budgeted and monitored activities in ICT education initiatives. Directed an educational technology intervention in Liberia, integrating technologies into practice teaching, pedagogy and learning to increase technical capacity of teacher trainers at Rural Teacher Training Institutes.

Directed and identified projects to use the portal for collaborative learning activities and provided technical direction to GLP program coordinators. Promoted effective communications, outreach and feedback mechanisms to established and prospective partners and stakeholders about GLP programs and systems.

Developed and facilitated workshops on ICT and computer literacy, technology Integration, gender and science. Led a team of African teachers and technical specialists to design and produce for distribution “Scientific Mission: An Educational Science CD-OM for Gambian Schools” and launched a nationwide program to introduce it as a teaching tool. Advised primary schools how to set up school technology program. Provided consultancy services and collaborated with with local and international organizations (GLOBE, WorldLinks, Kabissa) on technology activities in Gambia. Developed "Teaching Computer Literacy Manual," lesson plans for Gambia Computer Literacy Syllabus.
