Led all recruiting operations-1000 recruiters distributed over 250 offices in the Western US and the Pacific to place over 16,000 recruits per year. Analyzed requirements, devised plans, executed current operations while posturing for the future by harnessing quality control efforts and implementing continuous process improvement techniques. Executed $750M budget with oversight for personnel, facilities, vehicles and IT support. Increased productivity 15% while reducing waste by 40%. Placed over 200 more Marines per year than previous years.

Led the effort to provide security and safety for the over 30 ships and 24,000 Marines and sailors of the U.S. Navy's Middle Eastern Fleet. Advised the Commander 5th Fleet on all security matters relating to ships, crews, ports, and oil platforms from the Suez Canal through the Straits of Hormuz and the East Coast of Africa. Reviewed agreements and policies with host nations for security requirements, and recommended improvements as necessary. Coordinated with national and service intelligence\law enforcement agencies. Supervised personal detachments, vehicles, and domicile security arrangements. Devised an innovative, flexible system of protective measures that kept all personnel and ships safe while promoting maximum freedom of movement in a highly charged environment.

Developed and executed plans, supervised daily operations, monitored quality control, and reported results to Commanding General\CEO. Constructed the strategic plan to eliminate shortfalls, and track key improvement projects at sites around the world. Mobilized Pacific and European Infrastructure Steering Committees to overcome local interests to conduct statistical testing and analysis, and developed improvement plans throughout the system to maximize throughput. Initiated strategic effort to identify and improve deficiencies at Critical Infrastructure Protection (CIP) points. Monitored and prioritized changes to a $200 million dollar budget for inter-modal operations and en route infrastructure. Improved throughput by over 30% by selecting and winning support for key projects in the USA, Europe, and Asia.
